| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Hubbard Bowman "Hub" Neighbour, who | 4 | | passed away on November 15, 2022; and
| 5 | | WHEREAS, Hub Neighbour was born in Moline to Leonard B. | 6 | | and Lois Hubbard Neighbour on March 26, 1925; he graduated | 7 | | from Moline High School in 1942 and attended Iowa State | 8 | | University in Ames from 1942 to 1943, pursuing a degree in | 9 | | mechanical engineering; when World War II began, he | 10 | | volunteered for the U.S. Navy and was sent to Midshipman | 11 | | School at Columbia University in New York, where he was | 12 | | commissioned as an ensign; he attended amphibious school in | 13 | | San Diego and was aboard the USS Heywood as a lieutenant when | 14 | | the war ended in August of 1945; after the Heywood was | 15 | | decommissioned in Boston, he was sent to the Materials | 16 | | Redistribution office in Chicago; he married Marjorie Nitsch | 17 | | on January 20, 1951; and
| 18 | | WHEREAS, Hub Neighbour completed his degree in mechanical | 19 | | engineering at Northwestern University in 1945; he worked for | 20 | | Deere & Co. for one year and then returned to Northwestern to | 21 | | pursue a degree in law, graduating in 1950; he began his law | 22 | | practice at McDonald and McCracken before joining the firm of | 23 | | Bozeman, Moran, and Clockau in 1954; he and Virgil Bozeman |

| 1 | | founded the law firm of Bozeman & Neighbour on January 1, 1956, | 2 | | which would ultimately become the firm of Bozeman, Neighbour, | 3 | | Patton, and Noe; and | 4 | | WHEREAS, Hub Neighbour served as Moline City Attorney from | 5 | | 1961 to 1969; he was admitted to practice before the Illinois | 6 | | Supreme Court and the 7th Circuit United States Court of | 7 | | Appeals in Chicago and was honored by admission to practice | 8 | | before the United States Supreme Court; he also served on many | 9 | | committees and boards, including as chairman of the | 10 | | Professional Ethics Committee of the Illinois Supreme Court | 11 | | for 10 years, secretary and board member of the Moline | 12 | | Foundation for 20 years, and president of the Rock Island | 13 | | County Bar Association; he was a lifetime member of the | 14 | | Workers' Compensation Lawyers Association, the Illinois State | 15 | | Bar Association, and the American Bar Association; he was also | 16 | | a proud board member of Short Hills Country Club; and | 17 | | WHEREAS, Hub Neighbour accumulated a remarkable variety of | 18 | | experiences and pursued many interests and hobbies, including | 19 | | the study of jazz piano, aviation, mathematics, literature, | 20 | | philosophy, history, and world travel; he will be remembered | 21 | | for his wealth of stories, immense wit, and genuine interest | 22 | | in others; he was a gentleman of the highest order, a loving | 23 | | friend to all, and a cherished husband, father, and | 24 | | grandfather; and

| 1 | | WHEREAS, Hub Neighbour was preceded in death by his wife | 2 | | of 53 years, Marjorie; his daughter, Carol; and his parents; | 3 | | and
| 4 | | WHEREAS, Hub Neighbour is survived by his children, David | 5 | | (Deb) Neighbour and Amy (Jeff) VanEchaute, and his | 6 | | grandchildren, Sarah Neighbour, Margaret VanEchaute (Scott | 7 | | Worthington), James (Tawnya) VanEchaute, and Clare VanEchaute | 8 | | (Jake Lavacot); therefore, be it
| 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | Hubbard Bowman "Hub" Neighbour and extend our sincere | 12 | | condolences to his family, friends, and all who knew and loved | 13 | | him; and be it further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to the family of Hub Neighbour as an expression of | 16 | | our deepest sympathy.
