| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Billy D. "Bill" Halley of Rock Island, | 4 | | who passed away on August 31, 2022; and
| 5 | | WHEREAS, Billy Halley was born to Henry and Grace | 6 | | (Arnaman) Halley in Unionville, Missouri on June 16, 1927; he | 7 | | served in the U.S. Navy during World War II; he married Bette | 8 | | Butkovich in Unionville; he later he married Shirley White in | 9 | | Rock Island in June 1958; and
| 10 | | WHEREAS, Billy Halley worked at John Deere Harvester Works | 11 | | in East Moline for 31 years; during that time, he also worked | 12 | | at Ben's Gourmet House in Rock Island; in retirement, he owned | 13 | | and operated the River Queen bar and grill in Andalusia; he was | 14 | | later an auto parts delivery driver and security guard; and
| 15 | | WHEREAS, Billy Halley was a member of Rock Island VFW Post | 16 | | 1303; and
| 17 | | WHEREAS, Billy Halley was known for always being fun and | 18 | | smiling; he enjoyed traveling, fishing, and spending time with | 19 | | his family; he will be remembered for his generosity; and
| 20 | | WHEREAS, Billy Halley was preceded in death by his |

| 1 | | parents; his wife, Shirley; his daughter, Tracey Hall; and his | 2 | | siblings, Lawrence Halley, Ruth Colvin, and Faye Stalcup; and
| 3 | | WHEREAS, Billy Halley is survived by his children, Mary | 4 | | Sue (Tom) Stewart and John Halley; his grandchildren, | 5 | | Nathaniel Moorman, Benjamin Stewart, Matthew Stewart, Raven | 6 | | Hall, Melissa Hall, and Rachel Halley; his | 7 | | great-grandchildren, Tracey Hall, Sylvia Moorman, and Stella | 8 | | Moorman; and his special friend, Wanda Carnes; therefore, be | 9 | | it
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
| 12 | | Billy D. "Bill" Halley and extend our sincere
condolences to | 13 | | his family, friends, and all who knew and loved
him; and be it | 14 | | further
