| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Joseph A. "Joe" Victor of Tuscola, who | 4 | | passed away on May 5, 2020; and
| 5 | | WHEREAS, Joe Victor was born in Springfield to Joseph L. | 6 | | Victor and Elizabeth A. DiGiacomo on November 2, 1954; he | 7 | | married Lu Ann Esgar in Tuscola on December 20, 1980; and
| 8 | | WHEREAS, Joe Victor was the owner and operator of Ace | 9 | | Ambulance Service in Tuscola from 1973 to 1996; he served as a | 10 | | deputy sheriff of Douglas County from 1980 to 1994; he worked | 11 | | in the Tuscola Fire Department for 15 years; he served as a | 12 | | deputy coroner from 1980 until his appointment to Douglas | 13 | | County coroner in 1994, a position he held until his death; and
| 14 | | WHEREAS, Joe Victor was a member and past district director | 15 | | of the Illinois Coroners and Medical Examiners Association; he | 16 | | also served as the director for the Douglas County Emergency | 17 | | Management Agency, was a past president of the Illinois | 18 | | Emergency Services Management Association, served on the EMAT | 19 | | team, and created the Douglas County Search and Rescue team; | 20 | | and
| 21 | | WHEREAS, Joe Victor was a public servant known for his |

| 1 | | compassion, his mentorship, and his ability to treat everyone | 2 | | with respect; he was a loyal Republican Party member; he | 3 | | enjoyed cooking in his spare time and spending time with his | 4 | | family and friends; and
| 5 | | WHEREAS, Joe Victor was preceded in death by his mother, | 6 | | Elizabeth Black; his stepfather, Fred Black; and his father; | 7 | | and
| 8 | | WHEREAS, Joe Victor is survived by his wife of nearly 40 | 9 | | years, Lu Victor; his daughters, Erin (Brett) and Carrie | 10 | | (Robert); his sisters, Debbie (Rick) Gibson, Rose (Jerry) Fox, | 11 | | Nellie (Kevin) Endres, and Susan Logsdon (Tony Steele); | 12 | | therefore, be it
| 13 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 14 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 15 | | Joseph A. "Joe" Victor and extend our sincere condolences to | 16 | | his family, friends, and all who knew and loved him; and be it | 17 | | further
