| HOUSE RESOLUTION

| WHEREAS, Numerous problems were observed in the process of | 3 |
| counting ballots cast in the March 21, 2006, election to | 4 |
| nominate many Cook County-based candidates, including, but not | 5 |
| limited to, the candidate of the Democratic Party for the | 6 |
| office of Cook County Board President; and
| 7 |
| WHEREAS, As one result of these problems, many ballot | 8 |
| counts were delayed long after the close of the polls on March | 9 |
| 21, 2006; and
| 10 |
| WHEREAS, The people of Cook County are entitled to have | 11 |
| their ballots counted in a timely and accurate manner; | 12 |
| therefore, be it
| 13 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 14 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 15 |
| the House Elections & Campaign Reform Committee is directed to | 16 |
| hold four hearings on the primary election and ballot count | 17 |
| conducted in Cook County on March 21, 2006, and following days; | 18 |
| and be it further
| 19 |
| RESOLVED, That the first of these four hearings shall be | 20 |
| held in Springfield prior to the adjournment of the House from | 21 |
| its 2006 spring session; and be it further | 22 |
| RESOLVED, That the second, third, and fourth hearings shall | 23 |
| be held in Cook County prior to August 1, 2006; and be it | 24 |
| further | 25 |
| RESOLVED, That the House Elections & Campaign Reform | 26 |
| Committee shall submit a report of its findings to the Speaker | 27 |
| of the House and the House Minority Leader on or before | 28 |
| September 1, 2006; and be it further |

| presented to the Speaker of the House, the House Minority | 3 |
| Leader, the Chairperson of the House Elections & Campaign | 4 |
| Reform Committee, and the Minority Spokesperson of the House | 5 |
| Elections & Campaign Reform Committee.
