| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to honor our esteemed colleague, | 4 | | Representative LaToya Greenwood, on her more than five years | 5 | | as a member of the Illinois General Assembly and thank her for | 6 | | her dedicated service to her State and her community; and
| 7 | | WHEREAS, Rep. Greenwood was born and raised in East St. | 8 | | Louis, where she still resides and is a mother of one son, | 9 | | Nicolas, who attends Loyola University; and
| 10 | | WHEREAS, Rep. Greenwood earned her bachelor's degree in | 11 | | Criminal Justice from Michigan State University; she furthered | 12 | | her education at Southern Illinois University Edwardsville, | 13 | | where she received her master's degree in Public | 14 | | Administration and Policy; and
| 15 | | WHEREAS, Rep. Greenwood is a proud member of the Alpha | 16 | | Kappa Alpha Sorority, Inc., the oldest African American Greek | 17 | | letter organization for college educated women who have | 18 | | committed themselves to helping the lives of citizens in their | 19 | | local communities and around the world through education, | 20 | | health, finances, art and culture, and global service; and
| 21 | | WHEREAS, Rep. Greenwood's passion and devotion to her |

| 1 | | community inspired her to return to East. St. Louis after | 2 | | college to make a difference as a public servant, and she | 3 | | served as a councilwoman of the City of East St. Louis before | 4 | | running for state representative; and
| 5 | | WHEREAS, Rep. Greenwood has been a passionate advocate for | 6 | | the residents of the Metro East area by supporting bills | 7 | | addressing issues of concern for her constituents, including | 8 | | social justice, equity and opportunity, job creation, economic | 9 | | growth, education funding, and improving wages for working | 10 | | families; and
| 11 | | WHEREAS, Rep. Greenwood served as chairwoman of the Health | 12 | | Care Availability & Access Committee and championed landmark | 13 | | legislation focusing on reproductive rights, maternal and | 14 | | infant mortality, and access to quality and affordable health | 15 | | care; she also served as the vice-chairwoman of the | 16 | | Agriculture & Conservation Committee; and
| 17 | | WHEREAS, After the tragic deaths of George Floyd and other | 18 | | members of the Black community, Rep. Greenwood and the | 19 | | Illinois Legislative Black Caucus worked to dismantle systemic | 20 | | racism in the State by passing long overdue reform in criminal | 21 | | justice, education and workforce development, economic access, | 22 | | equity and opportunity, and health care and human services; | 23 | | and

| 1 | | WHEREAS, With a continued focus on improving health care | 2 | | availability and access, Rep. Greenwood was integral in the | 3 | | passage of the historic Black Caucus Health Care and Human | 4 | | Services Pillar, which created equity-driven health care | 5 | | reform legislation that addressed the black maternal mortality | 6 | | crisis in Illinois by requiring implicit bias training for | 7 | | hospital staff and ensuring perinatal doula services and | 8 | | evidence-based home visiting services be covered under the | 9 | | medical assistance program for persons who are otherwise | 10 | | eligible for medical assistance; and
| 11 | | WHEREAS, In the 102nd General Assembly, Rep. Greenwood was | 12 | | appointed to the leadership position of Majority Conference | 13 | | Chair by Speaker Emanuel "Chris" Welch in recognition of her | 14 | | leadership, strong bipartisan relationships, and track record | 15 | | of advancing legislation that uplifts women and disadvantaged | 16 | | communities; and
| 17 | | WHEREAS, Always mindful of the disadvantaged within her | 18 | | community, Rep. Greenwood hosted multiple charitable drives | 19 | | through her district office to provide clothing, food, hygiene | 20 | | products, and other essential items to those in need and | 21 | | hosted community shred days, job fairs, and community safety | 22 | | events; and

| 1 | | WHEREAS, Rep. Greenwood has been recognized by several | 2 | | advocacy organizations for her legislative initiatives, | 3 | | including being named the 2022 Community Health Center | 4 | | Champion Award by the Illinois Primary Health Care Association | 5 | | for her leadership in creating equity and access to quality | 6 | | health care for all Illinoisans; she has also been recognized | 7 | | as a friend of agriculture; and
| 8 | | WHEREAS, All who had the honor to serve alongside Rep. | 9 | | Greenwood will miss her bright attitude, warm friendship, and | 10 | | unwavering commitment to bringing people together for the | 11 | | betterment of our State; therefore, be it
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 13 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 14 | | we congratulate Representative LaToya Greenwood on her | 15 | | achievements and thank her for her years of dedicated service | 16 | | to the State of Illinois and her community; and be it further
| 17 | | RESOLVED, That a suitable copy of this resolution be | 18 | | presented to Rep. Greenwood as an expression of our respect | 19 | | and esteem.
