| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to recognize the late Honorable Jacob L. | 4 | | Oulanyah, the former Speaker of the 11th Parliament of Uganda, | 5 | | who passed away in March 2022; and
| 6 | | WHEREAS, Jacob Oulanyah made history in 2017 when he led | 7 | | the largest delegation out of Uganda at one time to attend the | 8 | | RESET America - RESET Africa conference organized by the | 9 | | Global Impact Leadership Alliance (GILA), which was founded by | 10 | | CEO Larita Rice-Barnes, Senior Pastor of Empowerment of | 11 | | Grace-USA and Empowerment of Grace-Uganda and the wife of | 12 | | Juard M. Barnes, the chief consultant for GILA and a principle | 13 | | of The Rehoboth Project; and
| 14 | | WHEREAS, Jacob Oulanyah was a champion of connecting | 15 | | Africa to America; he was a proud supporter of the work of | 16 | | Empowerment Of Grace and GILA, which was founded in St. Louis | 17 | | and has expanded to working in Illinois and Indiana; GILA is | 18 | | committed to meet the extensive needs of the ever-changing | 19 | | world through its resources and relationships formed on a | 20 | | global level and currently touches the four continents of | 21 | | North America, South America, Africa, and Asia; and
| 22 | | WHEREAS, Jacob Oulanyah was elected to the Parliament of |

| 1 | | Uganda to represent the people of Omoro County in the Gulu | 2 | | District of Northern Uganda; before he was elected deputy | 3 | | speaker, he practiced law under J. L. Oulanyah & Attorneys; he | 4 | | possessed specialized training in legal and legislative | 5 | | drafting and had experience in drafting laws and agreements, | 6 | | including peace agreements; he also taught legislative | 7 | | drafting and constitutional law to postgraduate law students | 8 | | at the Law Development Centre; and
| 9 | | WHEREAS, GILA has strategically identified key leaders | 10 | | from across the globe who are skilled in their craft and have a | 11 | | passion to lead, train, and develop other world-class leaders | 12 | | through foreign exchange and the use of its resources and | 13 | | global relationships; the organization identified the Hon. | 14 | | Oulanyah as one of those leaders; and
| 15 | | WHEREAS, GILA brings together heads of state, key policy | 16 | | makers, civic leaders, mayors, senators, house | 17 | | representatives, key personnel, business and organization | 18 | | owners, everyday citizens, stakeholders, and many more, | 19 | | providing a platform for cultural, education, and economic | 20 | | exchange; and
| 21 | | WHEREAS, GILA convened its sixth RESET America - RESET | 22 | | Africa Conference under the theme Time is Now: "Finishing What | 23 | | We Started: Securing Our Future, Establishing A Legacy" at |

| 1 | | Harris-Stowe State University in St. Louis, Missouri from | 2 | | November 16 to November 19, 2022; the event was hosted by | 3 | | President LaTonia Collins Smith, Ed.D., the university's 21st | 4 | | president; and
| 5 | | WHEREAS, GILA's sixth annual RESET America - RESET Africa | 6 | | conference included a delegation from the Parliament of | 7 | | Uganda, which was led by the Hon. Thomas Tayebwa, Deputy | 8 | | Speaker of the 11th Parliament of Uganda; and
| 9 | | WHEREAS, During the conference, a memorial tribute to the | 10 | | late Hon. Jacob L. Oulanyah was held; his son, the Hon. Andrew | 11 | | Oulanyah, traveled from Uganda to attend; therefore, be it
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 13 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 14 | | we recognize the late Honorable Jacob L. Oulanyah for his | 15 | | service and leadership; and be it further
| 16 | | RESOLVED, That we congratulate Global Impact Leadership | 17 | | Alliance (GILA) and its founder and CEO, Larita Rice-Barnes, | 18 | | for her remarkable success in organizing these global efforts, | 19 | | which will serve as a gateway for building international | 20 | | relationships and promote solidarity, economic development, | 21 | | and leadership; and be it further
