| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, On March 30, 2022, more than 200 Illinois crime | 3 | | survivors will travel to the Illinois State Capitol in | 4 | | Springfield for Survivors Speak Illinois 2022; and
| 5 | | WHEREAS, These survivors are gathering to heal together, | 6 | | share their stories, and advocate for change; and
| 7 | | WHEREAS, Survivors Speak Illinois 2022 is organized by | 8 | | Crime Survivors for Safety and Justice and the Alliance for | 9 | | Safety and Justice; and
| 10 | | WHEREAS, Crime and violence can leave harm on any | 11 | | individual and community, regardless of age, national origin, | 12 | | race, creed, religion, gender, sexual orientation, | 13 | | immigration, or economic status; and
| 14 | | WHEREAS, There is a need for the State of Illinois to | 15 | | invest in programs that provide assistance to crime survivors | 16 | | and their families to effectively deal with the inherent | 17 | | trauma and residual effects of violence; and
| 18 | | WHEREAS, Illinois must support trauma recovery centers | 19 | | that play a critical role and are an important resource for | 20 | | survivors impacted by crime; and

| 1 | | WHEREAS, Illinois must address the immediate safety | 2 | | concerns facing families and invest in a long-term, | 3 | | comprehensive plan to address the root causes of violence; and
| 4 | | WHEREAS, The voices and experiences of survivors have too | 5 | | often been ignored, leading to poor policy and justice system | 6 | | decisions that fail to meet the needs of survivors or stop the | 7 | | cycle of crime; and
| 8 | | WHEREAS, Most crime survivors do not receive the help they | 9 | | need; and
| 10 | | WHEREAS, Only eight percent of all survivors of violence | 11 | | receive direct assistance from a victim service agency; this | 12 | | drops to four percent when the crime is unreported, which is | 13 | | the case for more than half of all violent crimes; and
| 14 | | WHEREAS, Crime survivors understand existing gaps to | 15 | | recovery and how to bridge them; and
| 16 | | WHEREAS, Crime survivors want a system of justice and | 17 | | safety that prioritizes prevention, rehabilitation, and trauma | 18 | | recovery; and
| 19 | | WHEREAS, Through their experiences, crime survivors are |

| 1 | | uniquely qualified to provide essential input and influence in | 2 | | discussions of public safety and criminal justice policy; | 3 | | therefore, be it
| 4 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 5 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we support the | 6 | | survivors and advocates of Survivors Speak Illinois 2022 in | 7 | | their work to stop violence and help those impacted by it; and | 8 | | be it further
| 9 | | RESOLVED, That suitable copies of this resolution be | 10 | | presented to Crime Survivors for Safety and Justice and the | 11 | | Alliance for Safety and Justice.
