| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the passing of Lt. | 4 | | Col. Richard Eldon Maxwell; and
| 5 | | WHEREAS, Richard Maxwell was born in Portland, Indiana on | 6 | | June 11, 1931 and moved to Nashville, Tennessee at a young age; | 7 | | and
| 8 | | WHEREAS, Richard Maxwell graduated from East Nashville | 9 | | High School in 1950 and Tennessee Tech University in 1955; he | 10 | | joined the U.S. Air Force and entered navigator school at | 11 | | Ellington Air Force Base in Houston, Texas as a 2nd Lieutenant; | 12 | | he was discharged in 1958 and subsequently joined the Tennessee | 13 | | Air National Guard in Nashville, where he was promoted to | 14 | | Major; and
| 15 | | WHEREAS, Richard Maxwell earned his Master Navigator | 16 | | designation and the rank of Lt. Colonel; he became an Air Force | 17 | | ROTC Liaison Officer and qualified more ROTC scholarships to | 18 | | the University of Illinois than any other liaison officer, as | 19 | | well as five cadets who qualified for the Air Force Academy; he | 20 | | was awarded the Distinguished Service Ribbon, the Vietnam | 21 | | Gallantry Ribbon with Palm, and the Air Force Commendation | 22 | | Medal; and |

| 1 | | WHEREAS, Richard Maxwell maintained a successful career | 2 | | outside of his military service at the Royal Insurance Company | 3 | | in Nashville; he earned the Man of the Year Award in 1968 and | 4 | | was rated the number one state agent in the U.S.; and | 5 | | WHEREAS, Richard Maxwell continued his career at Royal | 6 | | Insurance in Grosse Pointe, Michigan, where he was named | 7 | | marketing manager in 1972 and developed Royal's first | 8 | | commercial mass marketing program; he was ultimately appointed | 9 | | to the Board of Directors in 1974; he later joined Roanoke | 10 | | Brokerage Services Inc. as the Director of Compliance and was | 11 | | President of the Chicago Board of Underwriters until retiring | 12 | | in 2000; and
| 13 | | WHEREAS, Upon his retirement, Richard Maxwell became | 14 | | engaged in local politics through the Palatine Citizen Corps | 15 | | Council and state Republican committees; he became a published | 16 | | author in 2010; and
| 17 | | WHEREAS, Richard Maxwell was a loving and devoted husband | 18 | | to his wife of 65 years, Florence Gail Cranch Maxwell, and a | 19 | | loving and devoted father to his children, Gail Allison, Miriam | 20 | | Elizabeth, and Diana Claire; therefore, be it

| 1 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 2 | | we mourn the passing of Lt. Col. Richard Eldon Maxwell and | 3 | | extend our sincere condolences to his family, friends, and all | 4 | | who knew and loved him; and be it further
| 5 | | RESOLVED, That a suitable copy of this resolution be | 6 | | presented to the family of Richard Maxwell as an expression of | 7 | | our deepest sympathy.
