| 2 | | WHEREAS, The Illinois Court Reporters Association (ILCRA) | 3 | | provides leadership and information to the users of verbatim | 4 | | court reporting services and the public in Illinois regarding | 5 | | the special competency, importance, and value of the shorthand | 6 | | reporting system and the key role Certified Shorthand | 7 | | Reporters play in the justice system in Illinois courts; and
| 8 | | WHEREAS, Every day, stenographic realtime captioners in | 9 | | Illinois provide communication access for millions of people | 10 | | throughout the State and country who are deaf or | 11 | | hard-of-hearing, when the consumers of realtime captions are | 12 | | engaged in their business, educational, recreational, and | 13 | | personal lives; and
| 14 | | WHEREAS, Court reporters capture testimony and | 15 | | communications at legal proceedings and official meetings by | 16 | | use of contemporaneous shorthand as the proceedings occur; and
| 17 | | WHEREAS, Illinois court reporters are licensed Certified | 18 | | Shorthand Reporters (CSRs) who diligently serve as Guardians | 19 | | of the Record and provide verbatim transcripts of depositions, | 20 | | trials, hearings, and meetings; and
| 21 | | WHEREAS, Court reporters in Illinois utilize digital |

| 1 | | technology, including their sophisticated steno machines and | 2 | | computers, to instantly capture every spoken word in realtime | 3 | | shorthand and regularly create their shorthand notes from | 4 | | participants speaking in proceedings at speeds of between | 5 | | 200-275 words per minute; and
| 6 | | WHEREAS, Illinois CSRs produce the Official Record of | 7 | | Proceedings upon which Illinois courts, attorneys, and | 8 | | litigants can rely in the pursuit of protection of their | 9 | | rights and interests in the judicial system and are | 10 | | conscientious in protecting the private, proprietary, and | 11 | | confidential information that they hear and report for the | 12 | | users of their services; therefore, be it
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 14 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 15 | | we declare February 5-12, 2022 as "Court Reporting and | 16 | | Captioning Week" in the State of Illinois.
