| 2 | | WHEREAS, Vaccines have reduced the burden of widespread and | 3 | | often fatal diseases, enabling individuals to
lead longer and | 4 | | healthier lives, while reducing health care costs; and
| 5 | | WHEREAS, Healthy People 2020 maintains goals of increasing | 6 | | immunization rates and reducing preventable
infectious | 7 | | diseases in the United States; and
| 8 | | WHEREAS, The Centers for Disease Control and Prevention | 9 | | (CDC), the American Academy of Pediatrics, and the
Society for | 10 | | Adolescent Health and Medicine recommend that all adolescents | 11 | | aged 11 to 12 years get annual
check-ups; and
| 12 | | WHEREAS, Safe and effective vaccines exist for the preteen | 13 | | adolescent population, such as those for
meningococcal | 14 | | disease, human papillomavirus, influenza, tetanus, diphtheria, | 15 | | pertussis, measles, mumps,
and rubella; and | 16 | | WHEREAS, Babies, teens, and young adults have higher rates | 17 | | of meningococcal disease than people of other
ages; and | 18 | | WHEREAS, In 2016, the incidence of meningococcal disease in | 19 | | the United States was 0.12 per 100,000
people, and 10 to 15 out | 20 | | of every 100 people infected with meningococcal disease will |

| 1 | | die; and | 2 | | WHEREAS, The Advisory Committee on Immunization Practices | 3 | | (ACIP) recommends that all adolescents aged 11 to 12 years be | 4 | | vaccinated with a
meningococcal conjugate vaccine; and | 5 | | WHEREAS, The CDC estimates that influenza has resulted in | 6 | | between 9.3 million to 49 million illnesses,
140,000 to 960,000 | 7 | | hospitalizations, and 12,000 to 79,000 deaths annually in the | 8 | | United States since 2010; and | 9 | | WHEREAS, The ACIP recommends routine annual influenza | 10 | | vaccination for all individuals above the age of
six months who | 11 | | do not have contraindications; and | 12 | | WHEREAS, Of the 18,975 cases of Pertussis that were | 13 | | reported in the United States in 2018, 1,595 were
among | 14 | | adolescents aged 7 to 10 years and 4,214 were among adolescents | 15 | | aged 11 to 19 years; and | 16 | | WHEREAS, The ACIP recommends routine vaccination for | 17 | | tetanus, diphtheria, and pertussis; and | 18 | | WHEREAS, The ACIP recommends that adolescents 11 and 12 | 19 | | years of age receive a single dose of the
tetanus, diphtheria, | 20 | | and pertussis vaccination, and adolescents and young adults 13 |

who have not received the tetanus, | 2 | | diphtheria, and pertussis vaccination, receive one dose; and | 3 | | WHEREAS, The CDC estimates that there was a total of 3,218 | 4 | | cases of acute hepatitis B in the United States
in 2016 and an | 5 | | incidence rate of 1.0 cases per 100,000 people in the United | 6 | | States in the same year; and | 7 | | WHEREAS, The ACIP recommends catch-up hepatitis B | 8 | | vaccination for adolescents aged 11-15 years using
an | 9 | | alternative 2-dose schedule with at least 4 months between | 10 | | doses; and | 11 | | WHEREAS, In 2018, the United States experienced 17 measles | 12 | | outbreaks, and the majority of people who got
measles were | 13 | | unvaccinated; in 2016, the CDC reported a total of 6,366 cases | 14 | | of mumps in the United
States; and | 15 | | WHEREAS, The ACIP recommends vaccination against measles, | 16 | | mumps, and rubella for teens and adults at
post-high school | 17 | | educational institutions, international travelers, healthcare | 18 | | professionals, women of
childbearing age who are not pregnant, | 19 | | people who care for or are around immunocompromised people,
and | 20 | | people living with HIV who are not showing signs of severe | 21 | | immunosuppression; and |

| 1 | | WHEREAS, The CDC estimates that there are more than 3.5 | 2 | | million cases of varicella infection and 9,000
related | 3 | | hospitalizations annually in the United States; and | 4 | | WHEREAS, The ACIP recommends that children and adolescents | 5 | | between the ages of 7 and 12 years, who
have no evidence of | 6 | | immunity, receive a 2-dose series of the varicella vaccine 4 | 7 | | weeks to 3 months apart,
and the ACIP recommends that | 8 | | adolescents over the age of 13 years receive 2 doses of the | 9 | | varicella vaccine
4 to 8 weeks apart; and | 10 | | WHEREAS, The CDC estimates that there are 33,700 cases of | 11 | | human papillomavirus-associated cancers
diagnosed annually in | 12 | | the United States, with 24,400 cases among women and 18,3000 | 13 | | cases among men; and
| 14 | | WHEREAS, The human papillomavirus vaccine offers | 15 | | long-lasting protection against human papillomavirus
infection | 16 | | and therefore the disease caused by the infection; and
| 17 | | WHEREAS, The ACIP recommends routine vaccination against | 18 | | the human papillomavirus vaccine for all
adolescents between | 19 | | the ages of 11 and 12 years and as early as 9 years; therefore, | 20 | | be it

| 1 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 2 | | the week of August 5, 2019 is declared "Adolescent Immunization | 3 | | Week" in Illinois to increase public awareness of
the | 4 | | importance of preteens and adolescents receiving vaccines | 5 | | against meningococcal disease, human
papillomavirus, | 6 | | influenza, tetanus, diphtheria, pertussis, measles, mumps, and | 7 | | rubella, and to promote
outreach and education efforts | 8 | | concerning vaccination; and be it further | 9 | | RESOLVED, That the Illinois Department of Public Health is | 10 | | urged to promote Adolescent
Immunization Week by requesting | 11 | | health care practitioners discuss infectious diseases
with | 12 | | preteen patients and their parents or guardians, and by | 13 | | adopting appropriate programs and initiatives
to raise public | 14 | | awareness of the importance of preteen vaccination against | 15 | | meningococcal disease, human
papillomavirus, influenza, | 16 | | tetanus, diphtheria, pertussis, measles, mumps, and rubella; | 17 | | and be it further | 18 | | RESOLVED, That the Illinois Department of Public Health is | 19 | | urged to create and disseminate educational resources on
| 20 | | meningococcal disease, human papillomavirus, influenza, | 21 | | tetanus, diphtheria, pertussis, measles, mumps,
rubella, and | 22 | | available vaccinations, while coordinating with local health | 23 | | authorities to host annual health
and immunization focused | 24 | | fairs to educate the residents of Illinois on |

| 1 | | vaccine-preventable diseases; and be it further
| 2 | | RESOLVED, That the Illinois Department of Public Health is | 3 | | urged to identify and coordinate with other agencies to ensure
| 4 | | that informed and proper vaccine quality measures pertinent to | 5 | | adolescent vaccines are included in
measurement frameworks and | 6 | | reporting programs; and be it further | 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | delivered to the Illinois Department of Public Health.
