| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Jeanette | 4 | | Chavarria-Torres, president of DCH Construction & Hauling in | 5 | | Franklin Park, for being recognized with the Roberto Orozco | 6 | | Memorial Award from the Illinois Department of Transportation; | 7 | | and
| 8 | | WHEREAS, The Roberto Orozco Memorial Award, formerly known | 9 | | as Advocate of the Year and Champion of the Year, was named | 10 | | after the late Roberto Orozco for personifying the values of | 11 | | "advocate", "champion", and "above and beyond" as it relates | 12 | | to participation in IDOT's Disadvantaged Business Enterprise | 13 | | program; and
| 14 | | WHEREAS, Jeanette Chavarria-Torres started DCH | 15 | | Construction & Hauling as a college senior and single mother; | 16 | | the company, which moves dirt, gravel, and sand to | 17 | | construction sites, grew from $50,000 in revenue to $1.3 | 18 | | million in 2017, which places her in an exclusive club: fewer | 19 | | than two percent of U.S. businesses owned by women break the $1 | 20 | | million mark; and
| 21 | | WHEREAS, Jeanette Chavarria-Torres became involved in the | 22 | | industry at an early age; her father also owned a trucking |

| 1 | | business but faced challenges due to his language barrier as a | 2 | | native Spanish speaker; she says that as a 10-year-old girl | 3 | | she helped him complete his paperwork, which progressed into a | 4 | | passion for trucking as she grew older; and
| 5 | | WHEREAS, Jeanette Chavarria-Torres used her savings to buy | 6 | | the "dinkiest" trailer, in her words, and spent three years | 7 | | pitching herself to contractors before finally landing a job; | 8 | | she credits her persistence and honesty for the start of her | 9 | | success; and
| 10 | | WHEREAS, Jeanette Chavarria-Torres hopes her story | 11 | | motivates others to pursue business ventures despite the | 12 | | difficulties; therefore, be it
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 14 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 15 | | we congratulate Jeanette Chavarria-Torres, president of DCH | 16 | | Construction & Hauling, for being recognized with the Roberto | 17 | | Orozco Memorial Award from the Illinois Department of | 18 | | Transportation; and be it further
