1 HOUSE RESOLUTION
2 WHEREAS, The members of the House of Representatives of
3 the State of Illinois were saddened to learn of the death of
4 Miguel Juarez of Waukegan on March 4, 2003; and
5 WHEREAS, Mr. Juarez was born on July 27, 1952 in Ciudad
6 Juarez, Chihuahua, Mexico; he immigrated with his family to
7 the United States when he was a year old; he was raised in El
8 Paso, Texas where he helped his family run a farm; he became
9 a naturalized citizen of the United States when he was 16
10 years old and graduated from Coronado High School in 1971; he
11 graduated from the College of Lake County in 1984 and
12 received an associate's degree in law enforcement from
13 Northwestern University in 1996; he obtained his bachelor's
14 degree in Criminal Justice from Columbia College in 1999; and
15 WHEREAS, Mr. Juarez joined the United States Marine Corps
16 in 1972; he attained the rank of Sergeant and received the
17 National Defense Ribbon, Good Conduct Medal with one star,
18 two Meritorious Masts, and the Navy Achievement Medal; and
19 WHEREAS, Mr. Juarez began his work for the City of
20 Waukegan as a police officer in November of 1979; he served
21 in several capacities at the Waukegan Police Department,
22 including supervisor of detectives, supervisor in the patrol
23 division, supervisor and then commander of the major crime
24 scene unit, Deputy Chief of Operations, and he was appointed
25 Chief in May of 2001; he was the first Hispanic Chief of
26 Police in Lake County's history; and
27 WHEREAS, Chief Juarez was a member of many community and
28 police organizations, including the Illinois Association of
29 Chiefs of Police, the Hispanic Illinois State Law Enforcement
30 Association, the Illinois Domestic Violence Council, and the
31 American Legion; he was a member of Holy Family Parish; and

1 WHEREAS, He served as a board member of Waukegan Public
2 School District 60 and was deeply dedicated to improving the
3 education opportunities of children; he served as a board
4 member of several organizations with goals of improving
5 education; and
6 WHEREAS, The passing of Chief Juarez has been deeply felt
7 by many, especially his wife, Rosa Juarez; his children,
8 Michael, Jessica, Cassandra, and Michael A.; his mother,
9 Martina Barreras; his brothers and sisters, Chilo, Bobby, and
10 Alex Barreras, Martha Arredondo and Molly Prado; and his
11 numerous nieces and nephews; therefore, be it
12 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14 together with his friends, family, colleagues, community, and
15 all who knew and loved him, we mourn the passing of Waukegan
16 Chief of Police Miguel Juarez and extend to his friends and
17 family our sincere condolences; and be it further
18 RESOLVED, That a suitable copy of this resolution be
19 presented to the family of Miguel Juarez along with our
20 deepest sympathy.
