| 2 | | WHEREAS, Every year, thousands of foster families across | 3 | | Illinois provide a temporary safe haven for children; and | 4 | | WHEREAS, The purpose of foster care is to provide a safe | 5 | | and stable home for children in need, where they can grow and | 6 | | develop without fear of abuse or neglect; these families are | 7 | | critical in giving children homes and keeping them out of | 8 | | state facilities; and | 9 | | WHEREAS, Children end up in foster care through no fault | 10 | | of their own, and regardless of their history, they all can | 11 | | achieve individual successes and happiness in life with the | 12 | | proper care and guidance; but first, they need the chance to | 13 | | grow in a nurturing, loving family; and | 14 | | WHEREAS, The Supplemental Nutrition Assistance Program | 15 | | (SNAP) delivers more nutrition assistance to low-income | 16 | | children than any other federal program, making it the | 17 | | nation's largest child nutrition program; and
| 18 | | WHEREAS, SNAP provides a critical foundation for the | 19 | | health and well-being of America's children, lifting millions | 20 | | of families and their children out of poverty and improving | 21 | | food security; research shows that its support can have |

| 1 | | surprisingly important long-lasting effects; and
| 2 | | WHEREAS, Providing help to foster families can be the | 3 | | difference between whether they can continue to remain | 4 | | together or whether the children would have to be removed; | 5 | | therefore, be it
| 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 7 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 8 | | we urge the federal government to allow all foster families to | 9 | | automatically qualify for Supplemental Nutrition Assistance | 10 | | Program benefits regardless of income; and be it further
| 11 | | RESOLVED, That suitable copies of this resolution be | 12 | | delivered to the President of the United States, the U.S. | 13 | | Senate Majority Leader, the U.S. Senate Minority Leader, the | 14 | | U.S. Speaker of the House, the U.S. House of Representatives | 15 | | Minority Leader, all members of the Illinois Congressional | 16 | | Delegation, and Deputy Under Secretary for USDA's Food, | 17 | | Nutrition, and Consumer Services Stacy Dean.
