1 HOUSE JOINT RESOLUTION
2 WHEREAS, California's recent struggle to determine a
3 long-term energy solution to fulfill its needs, and the
4 increased use of computers and other energy-consuming
5 appliances, have made the question of the availability of
6 energy a pressing question for all states; and
7 WHEREAS, In spite of the best intentions of the federal
8 government in creating the Clean Air Act of 1990, the Act had
9 serious consequences for southern Illinois coal and the
10 thousands of jobs that depended on the viability of this
11 resource; and
12 WHEREAS, With a strong sense of purpose and the
13 willingness to work in an efficient and bipartisan manner,
14 the 92nd General Assembly passed HB 1599 which was signed
15 into law as Public Act 92-12 to create the Illinois Resource
16 Development and Energy Security Act; and
17 WHEREAS, The Illinois Resource Development and Energy
18 Security Act was created with the intention to encourage and
19 promote the use of Illinois coal and other alternative energy
20 sources and to create thousands of Illinois jobs,
21 particularly in southern Illinois, which was severely
22 affected by the Clean Air Act; and
23 WHEREAS, In spite of the best intentions and the diligent
24 work of the Illinois bureaucracy, implementation of new
25 initiatives of the General Assembly is not an easy process,
26 and because the General Assembly passed the Illinois Resource
27 Development and Energy Security Act in order to accomplish
28 such important goals, collaboration between the Illinois
29 bureaucracy and the General Assembly on the implementation of
30 the Illinois Resource Development and Energy Security Act is
31 vital; therefore be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
3 SENATE CONCURRING HEREIN, that a Task Force on the
4 Implementation of the Illinois Resource Development and
5 Energy Security Act be created to collaborate and work with
6 the State agencies responsible for the implementation and
7 administration of the Act; and be it further
8 RESOLVED, That each of the following elected officials
9 appoint to the Task Force 2 members who are elected members
10 of the House of Representatives or the Senate: the Speaker of
11 the House, the Minority Leader of the House, the President of
12 the Senate, and the Minority Leader of the Senate; and be it
13 further
14 RESOLVED, That the appointed members of the Task Force
15 shall appoint 2 chairpersons, who shall be appointed members
16 of the Task Force; and be it further
17 RESOLVED, That meetings of the Task Force be convened at
18 the call of either of the 2 chairpersons; and be it further
19 RESOLVED, That a quorum of the Task Force shall consist
20 of a simple majority of the members of the Task Force and
21 that all actions and recommendations of the committee be
22 approved by a simple majority of the members of the Task
23 Force; and be it further
24 RESOLVED, That members appointed to the Task Force shall
25 only be compensated for costs that arise out of their
26 official duties with the Task Force and that compensation
27 shall come from the appropriate fund; and be it further
28 RESOLVED, That the General Assembly and the Task Force
29 shall request and will be thankful for the cooperation of the
30 Governor and all State agencies involved in the
31 implementation and administration of the Illinois Resource

1 Development and Energy Security Act; and be it further
2 RESOLVED, That a suitable copy of this resolution be
3 delivered to the Governor.
