| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of David William Scott, Ph.D. of | 4 | | Springfield, who passed away on March 16, 2024; and | 5 | | WHEREAS, Dr. Scott, the son of John L. Scott and Martha | 6 | | Buxton Scott, was born in Evanston on September 17, 1936; he | 7 | | married Virginia Riser in Park Ridge on August 1, 1964; he | 8 | | earned a Bachelor of Arts from Denison University, where he | 9 | | was president of Phi Delta Theta fraternity, a Master of Arts | 10 | | in History from the University of Wisconsin, and a Ph.D. in | 11 | | Political Science from Northwestern University; he also | 12 | | studied at the London School of Economics; and | 13 | | WHEREAS, Dr. Scott taught American government courses at | 14 | | Northern Illinois University and part-time at six other | 15 | | Illinois colleges; he joined the staff of the Illinois State | 16 | | Board of Education as a senior policy analyst in 1974, where he | 17 | | managed the school district reorganization program and | 18 | | coordinated task forces, retiring from the board in 1999; and | 19 | | WHEREAS, Dr. Scott was dedicated to preserving Illinois | 20 | | heritage and improving the community; he served as | 21 | | vice-president and president of the Illinois State Historical | 22 | | Society (ISHS) from 2001 to 2005; he edited a book |

| 1 | | commemorating the bicentennial of Illinois statehood for the | 2 | | ISHS in 2018; he was a recipient of the organization's | 3 | | Lifetime Achievement Award; and | 4 | | WHEREAS, Dr. Scott was actively involved with the North | 5 | | Washington Park Association, the Sangamon County Historical | 6 | | Society, and the Historic Preservation Association of | 7 | | Springfield; he was appointed to the Springfield Historic | 8 | | Sites Commission; he also served as a board member of the World | 9 | | Affairs Council of Central Illinois and a volunteer docent at | 10 | | the Old State Capitol; and | 11 | | WHEREAS, Dr. Scott was a lifelong enthusiast of golf, | 12 | | cards, racquetball, and travel; he and his wife, Virginia, | 13 | | visited all 50 states and 35 different countries, and he | 14 | | enjoyed planning vacation trips; he was a 40-year member of | 15 | | the Christian Perspectives class at First United Methodist | 16 | | Church and past president of the Cracker Barrel men's club; | 17 | | and | 18 | | WHEREAS, Dr. Scott was devoted to his family; he authored | 19 | | a 100-page book on the Scott family history dating back to the | 20 | | 1700s; he will be remembered for his integrity, kindness, | 21 | | intellect, and loyalty; and | 22 | | WHEREAS, Dr. Scott was preceded in death by his parents |

| 1 | | and his brothers, Herbert and Richard; and | 2 | | WHEREAS, Dr. Scott is survived by his wife of 59 years, | 3 | | Virginia; his daughters, Margaret (the late Todd) Izzo and | 4 | | Elizabeth (Charlie) Budinger; his grandchildren, Katherine | 5 | | Izzo, Jonathan Izzo, Molly Budinger, and Will Budinger; nine | 6 | | nieces and nephews; his sister-in-law, Joan Scott; and his | 7 | | brother-in-law, William Riser; therefore, be it | 8 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | 9 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 10 | | David William Scott, Ph.D. and extend our sincere condolences | 11 | | to his family, friends, and all who knew and loved him; and be | 12 | | it further | 13 | | RESOLVED, That a suitable copy of this resolution be | 14 | | presented to the family of Dr. Scott as an expression of our | 15 | | deepest sympathy. |
