    Amends the Illinois Vehicle Code. Provides that a retired member of the General Assembly or retired executive branch constitutional officer who receives a felony conviction that relates to any transactions carried out as part of the retired member's or retired executive branch constitutional officer's official duties shall not be issued license plates bearing the appropriate wording or abbreviations indicating that the holder is a retired member of the General Assembly or retired executive branch constitutional officer or the office held.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-606.1 and 3-606.5 as follows:
 
6    (625 ILCS 5/3-606.1)  (from Ch. 95 1/2, par. 3-606.1)
7    Sec. 3-606.1. Retired members of the General Assembly.
8Upon receipt of a request from a retired member of the General
9Assembly, accompanied by the appropriate application and fee,
10the Secretary of State shall issue to such retired member
11plates bearing appropriate wording or abbreviations indicating
12that the holder is a retired member of the General Assembly.
13Such plates may be issued for a 2 year period beginning January
141st of each odd-numbered year and ending December 31st of the
15subsequent even-numbered year. Except as otherwise provided in
16this Section, upon the death of a retired member who has been
17issued a retired member of the General Assembly plate, that
18member's surviving spouse shall be entitled to retain the
19plate so long as the surviving spouse is a resident of Illinois
20and transfers the registration to his or her name within 90
21days of the death of the retired member.
22    A retired member of the General Assembly who has a
23disability as defined under Section 1-159.1 may request one

1set of specialized plates which display the International
2Symbol of Access and shall be subject to the provisions within
3Section 3-616. The set of specialized plates displaying the
4International Symbol of Access shall only be issued along with
5the assignment of a corresponding disability placard that must
6be displayed in the vehicle. The surviving spouse of the
7retired member shall not be entitled to retain this plate.
8    "Retired member" means any individual who (a) has served
9as a member of the General Assembly for a minimum of 6 years,
10or (b) is 62 or older, has served as a member of the General
11Assembly for a minimum of 4 years, and retired prior to the
12convening of the 83rd General Assembly.
13    The fees and procedures relating to such plates for
14retired members of the General Assembly shall be the same as
15the fees and procedures applicable to personalized plates
16issued under this Code.
17    This Section shall not apply to any retired member of the
18General Assembly who receives a felony conviction that relates
19to any transactions carried out as part of the retired
20member's official duties.

23    Sec. 3-606.5. Retired Executive Branch Constitutional
24Officers. Upon receipt of a request from a retired executive
25branch constitutional officer, accompanied by the appropriate

1application and fee, the Secretary of State shall issue to the
2retired executive branch constitutional officer plates bearing
3appropriate wording or abbreviations indicating that the
4holder is a retired executive branch constitutional officer
5and the office held. Such plates may be issued for a 2-year
6period beginning on January 1 of each odd-numbered year and
7ending on December 31 of the subsequent even-numbered year.
8Upon the death of a retired executive branch constitutional
9officer who has been issued a retired executive branch
10constitutional officer plate, the retired executive branch
11constitutional officer's surviving spouse shall be entitled to
12retain the plate so long as the surviving spouse is a resident
13of Illinois and transfers the registration to his or her name
14within 90 days of the death of the retired executive branch
15constitutional officer. For purposes of this Section, "retired
16executive branch constitutional officer" means any individual
17who has served at least one full term of office as (i)
18Governor; (ii) Lieutenant Governor; (iii) Attorney General;
19(iv) Secretary of State; (v) Comptroller; or (vi) Treasurer;
20and who was not removed from office pursuant to Section 14 of
21Article IV of the Illinois Constitution of 1970.
22    This Section shall not apply to any retired executive
23branch constitutional officer who receives a felony conviction
24that relates to any transactions carried out as part of the
25retired executive branch constitutional officer's official
26duties.
