AMENDMENT TO SENATE BILL 1696

2    AMENDMENT NO. ______. Amend Senate Bill 1696 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The PFAS Reduction Act is amended by adding
5Section 20 as follows:
 
6    (415 ILCS 170/20 new)
7    Sec. 20. Guidance from United States Environmental
8Protection Agency; PFAS monitoring plan.
9    (a) The Agency shall follow the most up-to-date guidance
10from the United States Environmental Protection Agency on
11controlling the discharge of PFAS, including, but not limited
12to, guidance on the United States Environmental Protection
13Agency's National Pollutant Discharge Elimination System
14(NPDES) permits or pretreatment permits and the United States
15Environmental Protection Agency's goals related to research,
16restriction, and remediation.

1    (b) The Agency shall create a PFAS monitoring plan. The
2plan shall focus on the following:
3        (1) Monitoring PFAS-contamination at solid waste,
4    wastewater, and stormwater facilities, hazardous waste
5    landfills, and facilities with air emissions.
6        (2) Gathering State-specific information in order to
7    craft effective policies around PFAS.
8        (3) Identifying areas of particular concern due to
9    PFAS concentrations or routes of exposure that need quick
10    action.
11        (4) Gathering data that galvanizes support for PFAS
12    source reduction and pollution prevention.
13The plan shall be submitted to the Governor and the General
14Assembly by July 1, 2024.".
