| 2 | | AMENDMENT NO. ______. Amend Senate Bill 853, AS AMENDED, | 3 | | by inserting the following immediately below the enacting | 4 | | clause: | 5 | | "Section 3. The State Employees Group Insurance Act of | 6 | | 1971 is amended by changing Section 6.11C as follows: | 7 | | (5 ILCS 375/6.11C) | 8 | | (This Section may contain text from a Public Act with a | 9 | | delayed effective date ) | 10 | | Sec. 6.11C. Coverage for injectable medicines to improve | 11 | | glucose or weight loss. Beginning on July 1, 2024, the program | 12 | | of health benefits covered under this Act January 1, 2024, the | 13 | | State Employees Group Insurance Program shall provide coverage | 14 | | for all types of medically necessary injectable medicines | 15 | | prescribed on-label or off-label to improve glucose or weight | 16 | | loss for use by adults diagnosed or previously diagnosed with |

To continue to | 2 | | qualify for coverage under this Section, the continued | 3 | | treatment must be medically necessary, and covered members | 4 | | must , if given advance, written notice, participate in a | 5 | | lifestyle management plan administered by their health plan. | 6 | | This Section does not apply to individuals covered by a | 7 | | Medicare Advantage Prescription Drug Plan. | 8 | | (Source: P.A. 103-8, eff. 1-1-24.)"; and | 9 | | by replacing the introductory clause of Section 10 with the | 10 | | following: | 11 | | "Section 10. The Emergency Telephone System Act is amended | 12 | | by changing Sections 19, 30, and 35 as follows: | 13 | | (50 ILCS 750/19) | 14 | | (Section scheduled to be repealed on December 31, 2025) | 15 | | Sec. 19. Statewide 9-1-1 Advisory Board. | 16 | | (a) Beginning July 1, 2015, there is created the Statewide | 17 | | 9-1-1 Advisory Board within the Illinois State Police. The | 18 | | Board shall consist of the following voting members: | 19 | | (1) The Director of the Illinois State Police, or his | 20 | | or her designee, who shall serve as chairman. | 21 | | (2) The Executive Director of the Commission, or his | 22 | | or her designee. | 23 | | (3) Members appointed by the Governor as follows: | 24 | | (A) one member representing the Illinois chapter |

| 1 | | of the National Emergency Number Association, or his | 2 | | or her designee; | 3 | | (B) one member representing the Illinois chapter | 4 | | of the Association of Public-Safety Communications | 5 | | Officials, or his or her designee; | 6 | | (C) one member representing a county 9-1-1 system | 7 | | from a county with a population of less than 37,000; | 8 | | (C-5) one member representing a county 9-1-1 | 9 | | system from a county with a population between 37,000 | 10 | | and 100,000; | 11 | | (D) one member representing a county 9-1-1 system | 12 | | from a county with a population between 100,001 and | 13 | | 250,000; | 14 | | (E) one member representing a county 9-1-1 system | 15 | | from a county with a population of more than 250,000; | 16 | | (F) one member representing a municipal or | 17 | | intergovernmental cooperative 9-1-1 system, excluding | 18 | | any single municipality with a population over | 19 | | 500,000; | 20 | | (G) one member representing the Illinois | 21 | | Association of Chiefs of Police; | 22 | | (H) one member representing the Illinois Sheriffs' | 23 | | Association; and | 24 | | (I) one member representing the Illinois Fire | 25 | | Chiefs Association. | 26 | | The Governor shall appoint the following non-voting |

| 1 | | members: (i) one member representing an incumbent local | 2 | | exchange 9-1-1 system provider; (ii) one member representing a | 3 | | non-incumbent local exchange 9-1-1 system provider; (iii) one | 4 | | member representing a large wireless carrier; (iv) one member | 5 | | representing an incumbent local exchange carrier; (v) one | 6 | | member representing the Illinois Broadband and | 7 | | Telecommunications Association; (vi) one member representing | 8 | | the Illinois Broadband and Cable Association; and (vii) one | 9 | | member representing the Illinois State Ambulance Association. | 10 | | The Speaker of the House of Representatives, the Minority | 11 | | Leader of the House of Representatives, the President of the | 12 | | Senate, and the Minority Leader of the Senate may each appoint | 13 | | a member of the General Assembly to temporarily serve as a | 14 | | non-voting member of the Board during the 12 months prior to | 15 | | the repeal date of this Act to discuss legislative initiatives | 16 | | of the Board. | 17 | | (b) The Governor shall make initial appointments to the | 18 | | Statewide 9-1-1 Advisory Board by August 31, 2015. Six of the | 19 | | voting members appointed by the Governor shall serve an | 20 | | initial term of 2 years, and the remaining voting members | 21 | | appointed by the Governor shall serve an initial term of 3 | 22 | | years. Thereafter, each appointment by the Governor shall be | 23 | | for a term of 3 years and until their respective successors are | 24 | | appointed . Non-voting members shall serve for a term of 3 | 25 | | years. Vacancies shall be filled in the same manner as the | 26 | | original appointment. Persons appointed to fill a vacancy |

| 1 | | shall serve for the balance of the unexpired term. | 2 | | Members of the Statewide 9-1-1 Advisory Board shall serve | 3 | | without compensation. | 4 | | (c) The 9-1-1 Services Advisory Board, as constituted on | 5 | | June 1, 2015 without the legislative members, shall serve in | 6 | | the role of the Statewide 9-1-1 Advisory Board until all | 7 | | appointments of voting members have been made by the Governor | 8 | | under subsection (a) of this Section. | 9 | | (d) The Statewide 9-1-1 Advisory Board shall: | 10 | | (1) advise the Illinois State Police and the Statewide | 11 | | 9-1-1 Administrator on the oversight of 9-1-1 systems and | 12 | | the development and implementation of a uniform statewide | 13 | | 9-1-1 system; | 14 | | (2) make recommendations to the Governor and the | 15 | | General Assembly regarding improvements to 9-1-1 services | 16 | | throughout the State; and | 17 | | (3) exercise all other powers and duties provided in | 18 | | this Act. | 19 | | (e) The Statewide 9-1-1 Advisory Board shall submit to the | 20 | | General Assembly a report by March 1 of each year providing an | 21 | | update on the transition to a statewide 9-1-1 system and | 22 | | recommending any legislative action. | 23 | | (f) The Illinois State Police shall provide administrative | 24 | | support to the Statewide 9-1-1 Advisory Board. | 25 | | (Source: P.A. 102-9, eff. 6-3-21; 102-538, eff. 8-20-21; | 26 | | 102-813, eff. 5-13-22 .)". |
