AMENDMENT TO HOUSE BILL 5307

2    AMENDMENT NO. ______. Amend House Bill 5307 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Findings. The General Assembly finds that:
5        (1) the State continues to have a responsibility to
6    provide resources related to prevention, treatment, and
7    recovery for persons suffering with a gambling problem or
8    gambling disorder; and
9        (2) a task force is necessary in order for there to be
10    a comprehensive review of gambling funding, services,
11    programs, and policies.
 
12    Section 5. The Illinois Gambling Act is amended by adding
13Section 13.3 as follows:
 
14    (230 ILCS 10/13.3 new)
15    Sec. 13.3. Problem Gambling Task Force.

1    (a) The Problem Gambling Task Force is created to provide
2recommendations to the General Assembly on how the State
3should continue to meet its responsibility to assist those who
4suffer from a gambling problem or disorder. The Task Force
5shall be composed of:
6        (1) one member of the Senate who shall serve as
7    cochair of the Task Force, appointed by the President of
8    the Senate;
9        (2) one member of the Senate, appointed by the
10    Minority Leader of the Senate;
11        (3) one member of the House of Representatives who
12    shall serve as cochair of the Task Force, appointed by the
13    Speaker of the House of Representatives;
14        (4) one member of the House of Representatives,
15    appointed by the Minority Leader of the House of
16    Representatives;
17        (5) one member appointed by the Governor who is a
18    representative from the health care industry;
19        (6) one member appointed by the Director of Public
20    Health who is a representative from the Department of
21    Public Health;
22        (7) one member appointed by the Chairman of the
23    Illinois Gaming Board who is a representative from the
24    Illinois Gaming Board;
25        (8) one member appointed by the Director of the
26    Lottery who is a representative from the Department of the

1    Lottery;
2        (9) one member appointed by the Chairman of the
3    Illinois Racing Board who is a representative from the
4    Illinois Racing Board;
5        (10) one member appointed by the Governor who is a
6    representative from a nonprofit organization with
7    experience in problem gambling treatment and recovery
8    services;
9        (11) one member of the public appointed by the
10    Governor who is impacted by a gambling problem or gambling
11    disorder;
12        (12) one member appointed by the Governor who is a
13    representative from a business or organization licensed
14    under the Illinois Horse Racing Act of 1975, the Illinois
15    Gambling Act, the Video Gaming Act, or the Sports Wagering
16    Act; and
17        (13) other State agency representatives or stakeholder
18    group representatives specially appointed by the Task
19    Force for the purpose of participating in specific topic
20    discussions or subcommittees.
21    The members of the Task Force shall serve without
22compensation, but they shall be reimbursed for their expenses
23incurred in performing their duties. The Task Force shall meet
24at least 4 times.
25    (b) The Task Force shall:
26        (1) review existing programs, services, and treatment

1    to address problem gambling and gambling disorders in this
2    State by public, private, and nonprofit entities;
3        (2) review existing programs, services, and treatment
4    to address problem gambling and gambling disorders in
5    other states and the federal government;
6        (3) review the emerging nexus between gambling
7    advertisements and gambling addiction;
8        (4) make recommendations to the General Assembly
9    regarding:
10            (A) whether additional research and study is
11        needed on the prevalence of problem gambling and
12        gambling disorders in the State;
13            (B) whether this State should expand State funding
14        for prevention, treatment, and recovery services to
15        address the need for these programs; and
16            (C) whether the current delivery of State
17        licensing and certification of problem gambling
18        providers meets the current and projected future
19        demand for services; and
20        (5) identify additional problem gambling areas for
21    consideration and any actions needed to ensure the State
22    or gambling regulatory entities are effectively addressing
23    problem gambling in an attempt to reduce the number of
24    persons impacted by this problem.
25    (c) The Department of Human Services shall provide
26administrative and other support to the Task Force.

1    (d) The Task Force shall submit a report of its
2recommendations to the Governor and the General Assembly by
3December 31, 2025.
4    (e) This Section is repealed January 1, 2027.".
