AMENDMENT TO HOUSE BILL 4622

2    AMENDMENT NO. ______. Amend House Bill 4622, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 1. Short title. This Act may be cited as the
6School District Mandate Task Force Act.
 
7    Section 5. School District Mandate Task Force.
8    (a) The School District Mandate Task Force is created for
9the purpose of conducting a Statewide study to determine the
10information and data sets needed to establish a system that
11provides a timely and reliable estimate of the anticipated
12fiscal, operational, and other impacts that a bill filed in
13the General Assembly imposes or may impose through mandates on
14a local school district.
15    (b) Members appointed to the Task Force shall reflect the
16racial, ethnic, and geographic diversity of this State.

1Membership of the Task Force shall be as follows:
2        (1) one member of the Senate, appointed by the
3    President of the Senate;
4        (2) one member of the Senate, appointed by the
5    Minority Leader of the Senate;
6        (3) one member of the House of Representatives,
7    appointed by the Speaker of the House of Representatives;
8        (4) one member of the House of Representatives,
9    appointed by the Minority Leader of the House of
10    Representatives;
11        (5) the State Superintendent or the State
12    Superintendent's designee;
13        (6) one member who represents a Statewide professional
14    teachers' organization, appointed by the State
15    Superintendent of Education;
16        (7) one member who represents a different Statewide
17    professional teachers' organization, appointed by the
18    State Superintendent of Education;
19        (8) one member from a Statewide organization
20    representing school principals, appointed by the State
21    Superintendent of Education;
22        (9) one member from a Statewide organization
23    representing school administrators, appointed by the State
24    Superintendent of Education;
25        (10) one member representing a school district
26    organized under Article 34 of this Code, appointed by the

1    State Superintendent of Education;
2        (11) one member of an association representing rural
3    and small schools, appointed by the State Superintendent
4    of Education;
5        (12) one member from a Statewide organization
6    representing school districts in the southern suburbs of
7    the City of Chicago, appointed by the State Superintendent
8    of Education;
9        (13) one member from a Statewide organization
10    representing large unit school districts, appointed by the
11    State Superintendent of Education;
12        (14) one member from a Statewide organization
13    representing school districts in the collar counties of
14    the City of Chicago, appointed by the State Superintendent
15    of Education;
16        (15) one member representing a Statewide organization
17    representing school boards, appointed by the State
18    Superintendent of Education; and
19        (16) one member representing the State Board of
20    Education, appointed by the State Superintendent of
21    Education.
22    (c) Members of the Task Force shall serve without
23compensation.
24    (d) The State Board of Education shall provide
25administrative and other support to the Task Force.
26    (e) The Task Force shall first meet no later than July 15,

12024, at the call of the State Superintendent of Education,
2and each subsequent meeting shall be called by the chairperson
3of the Task Force, who shall be designated by the State
4Superintendent of Education.
 
5    Section 10. Report. The Task Force shall submit its final
6report, including model language that may be used as
7legislation, to the General Assembly and the State Board of
8Education on or before November 15, 2024 and, upon the filing
9of its final report, the Task Force is dissolved.
 
10    Section 15. Repeal. This Act is repealed on July 1, 2025.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.".
