AMENDMENT TO HOUSE BILL 3578

2    AMENDMENT NO. ______. Amend House Bill 3578 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-606, 3-606.1, and 3-610.1 as follows:
 
6    (625 ILCS 5/3-606)  (from Ch. 95 1/2, par. 3-606)
7    Sec. 3-606. Members of General Assembly. Upon receipt of a
8request of a member of the General Assembly, accompanied by
9the appropriate application and fee, the Secretary of State
10shall issue to the member 2 plates as described in this
11Section. Except as otherwise provided in this Section, if If
12the member so requests, the Secretary shall issue 2 identical
13sets of such registration plates for use on 2 different motor
14vehicles. A member may request that the Secretary of State
15issue registration plates in the name of a corporation when
16the corporation owns or leases the vehicle to be registered

1and the member is an officer or director of that corporation.
2Such registration plates shall be issued for a 2-year period
3beginning January 1 of each odd-numbered year and ending
4December 31 of the subsequent even-numbered year. If the
5application is from a member of the Senate, there shall appear
6on the rear plate, in addition to the designation of the State
7and the year for which the license was issued, the word
8"official" and appropriate wording or abbreviation indicating
9that the holder is a member of the Senate, followed by the
10number of the senatorial district of the member. On the front
11plate, there shall appear appropriate wording or abbreviation
12indicating that the holder is a member of the Senate. If the
13application is from a member of the House of Representatives,
14there shall appear on the rear plate, in addition to the
15designation of the State and the year for which the license was
16issued, the word "official" and appropriate wording or
17abbreviation indicating that the holder is a member of the
18House of Representatives, followed by the number assigned to
19the member. On the front plate, there shall appear appropriate
20wording or abbreviation indicating that the holder is a member
21of the House of Representatives. Numbers 1 through 118 shall
22be assigned and members with the longest length of service as
23members of the legislature shall be given the lower numbers.
24    When members have an equal length of service, the lower
25numbers shall be given in alphabetical order based on
26surnames.

1    A member of the General Assembly who has a disability as
2defined under Section 1-159.1 may request one set of
3specialized plates which display the International Symbol of
4Access and shall be subject to the provisions within Section
53-616. The set of specialized plates displaying the
6International Symbol of Access shall only be issued along with
7the assignment of a corresponding disability placard that must
8be displayed in the vehicle. The surviving spouse of the
9member shall not be entitled to retain this plate.

12    Sec. 3-606.1. Retired members of the General Assembly.
13Upon receipt of a request from a retired member of the General
14Assembly, accompanied by the appropriate application and fee,
15the Secretary of State shall issue to such retired member
16plates bearing appropriate wording or abbreviations indicating
17that the holder is a retired member of the General Assembly.
18Such plates may be issued for a 2 year period beginning January
191st of each odd-numbered year and ending December 31st of the
20subsequent even-numbered year. Except as otherwise provided in
21this Section, upon Upon the death of a retired member who has
22been issued a retired member of the General Assembly plate,
23that member's surviving spouse shall be entitled to retain the
24plate so long as the surviving spouse is a resident of Illinois
25and transfers the registration to his or her name within 90

1days of the death of the retired member.
2    A retired member of the General Assembly who has a
3disability as defined under Section 1-159.1 may request one
4set of specialized plates which display the International
5Symbol of Access and shall be subject to the provisions within
6Section 3-616. The set of specialized plates displaying the
7International Symbol of Access shall only be issued along with
8the assignment of a corresponding disability placard that must
9be displayed in the vehicle. The surviving spouse of the
10retired member shall not be entitled to retain this plate.
11    "Retired member" means any individual who (a) has served
12as a member of the General Assembly for a minimum of 6 years,
13or (b) is 62 or older, has served as a member of the General
14Assembly for a minimum of 4 years, and retired prior to the
15convening of the 83rd General Assembly.
16    The fees and procedures relating to such plates for
17retired members of the General Assembly shall be the same as
18the fees and procedures applicable to personalized plates
19issued under this Code.

22    Sec. 3-610.1. Retired members of the Illinois
23congressional delegation. Upon receipt of a request from a
24retired member of the Illinois congressional delegation,
25accompanied by the appropriate application and fee, the

1Secretary of State shall issue to the retired member special
2registration plates bearing appropriate wording or
3abbreviations indicating that the holder is a retired member
4of the Illinois congressional delegation. The plates may be
5issued for a 2 year period beginning January 1st of each
6odd-numbered year and ending December 31st of the subsequent
7even-numbered year.
8    An applicant shall be charged a $15 fee for original
9issuance in addition to the applicable registration fee. This
10additional fee shall be deposited into the Secretary of State
11Special License Plate Fund. For each registration renewal
12period, a $2 fee, in addition to the appropriate registration
13fee, shall be charged and shall be deposited into the Retired
14Members of the Illinois Congressional Delegation Fund.
15    A retired member of the Illinois Congressional delegation
16who has a disability as defined under Section 1-159.1 may
17request one set of specialized plates which display the
18International Symbol of Access and shall be subject to the
19provisions within Section 3-616. The set of specialized plates
20displaying the International Symbol of Access shall only be
21issued along with the assignment of a corresponding disability
22placard that must be displayed in the vehicle. The surviving
23spouse of the retired member shall not be entitled to retain
24this plate.
25    "Retired member of the Illinois congressional delegation"
26means any individual who has served as a member of the U.S.

1Senate or U.S. House of Representatives representing the State
2of Illinois. The term does not include an individual who is
3serving in the U.S. Senate or U.S. House of Representatives.
