AMENDMENT TO HOUSE BILL 3524

2    AMENDMENT NO. ______. Amend House Bill 3524 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Air Quality in Schools Task Force
8    (a) The Air Quality in Schools Task Force is created. The
9purpose of the task force is to study and make recommendations
10to the General Assembly on air quality goals for elementary,
11middle, and high schools, processes to assess current
12ventilation systems in schools, processes to improve
13ventilation after assessment, and potential State and federal
14funding sources to improve school air quality in the State.
15     The Task Force shall consist of all of the following
16members:

1        (1) One member appointed by the Speaker of the House
2    of Representatives.
3        (2) One member appointed by the Minority Leader of the
4    House of Representatives.
5        (3) One member appointed by the President of the
6    Senate.
7        (4) One member appointed by the Minority Leader of the
8    Senate.
9        (5) One member appointed by the Office of the
10    Governor.
11        (6) One member of the State Board of Education,
12    appointed by the State Superintendent of Education.
13        (7) One member appointed by the Director of the
14    Environmental Protection Agency.
15        (8) One member from a group representing school boards
16    in this State, appointed by the State Superintendent of
17    Education.
18        (9) One member from a labor union that trains
19    individuals to perform ventilation assessments and work on
20    ventilation systems in large buildings, appointed by the
21    State Superintendent of Education.
22        (10) One member from a labor union representing
23    teachers in this State, appointed by the State
24    Superintendent of Education.
25        (11) Two parents of students currently attending
26    school, appointed by the State Superintendent of

1    Education.
2        (12) One district superintendent, appointed by the
3    State Superintendent of Education.
4        (13) One school principal, appointed by the State
5    Superintendent of Education.
6        (14) One school groundskeeper, appointed by the State
7    Superintendent of Education.
8        (15) One environmental engineer, appointed by the
9    Director of the Environmental Protection Agency.
10        (16) One member appointed by the Director of Public
11    Health.
12        (17) One member of the Illinois Chapter of the
13    American Society of Heating, Refrigerating and
14    Air-Conditioning Engineers, appointed by the Director of
15    Public Health.
16        (18) One member of a disability rights organization,
17    appointed by the State Superintendent of Education.
18    Members of the task force shall serve without
19compensation.
20    (b) The State Board of Education shall provide
21administrative assistance and necessary staff support
22services.
23    (c) The task force shall issue recommendations for
24elementary and secondary schools relating to best practices to
25better assess current ventilation systems in schools and to
26improve their overall maintenance, as well as identify

1potential infrastructure needs. The recommendations shall also
2identify potential State and federal funding sources to assist
3schools in improving identified infrastructure and ventilation
4needs.".
