AMENDMENT TO HOUSE BILL 3400

2    AMENDMENT NO. ______. Amend House Bill 3400 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Prevailing Wage Act is amended by changing
5Section 3.1 as follows:
 
6    (820 ILCS 130/3.1)
7    Sec. 3.1. Employment on public works of local laborers;
8report. The Department of Labor shall report quarterly
9annually, no later than February 1, to the General Assembly
10and the Governor the number of people employed on public works
11in the State during the preceding 3 months calendar year. This
12report shall include the total number of people employed on
13each public works project during the preceding 3 months and
14the total number of hours worked on public works both
15statewide and by county. The report shall identify every
16public works project in the State by project name and

1contractor name and include the demographics of the workers on
2the project by percentage, including gender, race, and
3ethnicity. The report shall include information identifying
4the number of workers who are tradesmen, whether a journeymen
5or apprentice, and the total work hours performed
6Additionally, the report shall include the total number of
7people employed and the hours worked on public works by the
85-digit zip code, as collected on certified payroll, of the
9individual's residence during employment on public works. The
10report to the General Assembly shall be filed with the Clerk of
11the House of Representatives and the Secretary of the Senate
12in electronic form only, in the manner that the Clerk and
13Secretary shall direct.
