AMENDMENT TO HOUSE BILL 2465

AMENDMENT NO. ______. Amend House Bill 2465 by replacing everything after the enacting clause with the following:

"Section 5. The Liquor Control Act of 1934 is amended by adding Section 4-8 as follows:

(235 ILCS 5/4-8 new)

Sec. 4-8. Retail license; noncitizen status. Notwithstanding any provision to the contrary, the State Commission or local liquor commissioner may not refuse to issue a retail license based on an applicant's noncitizen status if the applicant otherwise meets the qualifications for licensure. This Section is a denial and limitation of home rule powers and functions under subsection (h) of Section 6 of Article VII of the Illinois Constitution.".
