AMENDMENT TO HOUSE BILL 2372

2    AMENDMENT NO. ______. Amend House Bill 2372 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Fire Investigation Act is amended by
5adding Section 13.2 as follows:
 
6    (425 ILCS 25/13.2 new)
7    Sec. 13.2. Youth Firesetter Interventionist Coordinator;
8Certified Youth Firesetter Interventionists.
9    (a) The Office of the State Fire Marshal shall create the
10position of Youth Firesetter Interventionist Coordinator
11within the Division of Arson. The Youth Firesetter
12Interventionist Coordinator must be a certified youth
13firesetter interventionist.
14    The Office shall use National Fire Protection Association
15standards related to the Youth Firesetter Intervention Program
16Manager in the development of the job responsibilities for the

1Youth Firesetter Interventionist Coordinator.
2    The Youth Firesetter Interventionist Coordinator shall
3have the following responsibilities:
4        (1) The Youth Firesetter Interventionist Coordinator
5    shall ensure that a Certified Youth Firesetter
6    Interventionist employed within the Office, or a local
7    Certified Youth Firesetter Interventionist, physically
8    sees or connects with a youth whose case was referred to
9    the Office within 72 hours of a referral. If no other
10    Certified Youth Firesetter Interventionist is available,
11    then the Youth Firesetter Interventionist Coordinator must
12    take the case and ensure that he or she physically sees or
13    connects with the youth within 72 hours. The 72 hours
14    includes any weekend days or national or State holidays.
15        (2) The Youth Firesetter Interventionist Coordinator
16    shall assist with Freedom of Information Act requests.
17        (3) The Office shall create a report on Youth
18    Firesetter Interventions, and shall submit such report to
19    the General Assembly. The report shall be semiannual for
20    the first 2 years, and the first report shall be submitted
21    to the General Assembly by December 31, 2023. After the
22    first 3 semiannual reports, the report shall be submitted
23    annually. The semiannual reports shall be submitted by:
24    December 31, 2023, June 30, 2024, and December 31, 2024.
25    (b) A local Certified Youth Firesetter Interventionist
26rostered with a fire department or fire protection district

1may receive a $250 stipend and mileage reimbursement for any
2necessary travel for a case only if the local Certified Youth
3Firesetter Interventionist is not otherwise compensated by
4another employer or entity for that case.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.".
