AMENDMENT TO HOUSE BILL 2300

2    AMENDMENT NO. ______. Amend House Bill 2300 on page 3,
3line 17, immediately after "Program." by inserting "In order
4to earn bid credits, contractors and subcontractors shall
5provide the Department with certified payroll documenting the
6hours performed by apprentices who have completed the Illinois
7Works Preapprenticeship Program."; and
 
8on page 3, by replacing line 21 with "likelihood of being"; and
 
9on page 6, lines 1 and 2, by replacing "Assembly, of this goal
10at least half" with "Assembly and before January 1, 2024, of
11this goal, at least 25%"; and
 
12on page 6, by replacing line 5 with the following:
13    "Program, the Illinois Climate Works Preapprenticeship
14    Program, or the Highway Construction Careers Training
15    Program. For contracts and grant agreements executed on or

1    after January 1, 2024, of this goal, at least 50% of the
2    labor hours of each prevailing wage classification
3    performed by apprentices shall be performed by graduates
4    of the Illinois Works Preapprenticeship Program, the
5    Illinois Climate Works Preapprenticeship Program, or the
6    Highway Construction Careers Training Program."; and
 
7on page 8, line 3, by replacing "Failure" with "Intentional
8failure"; and
 
9on page 9, immediately below line 25, by inserting the
10following:
11    "(h) The Department shall maintain a list of graduates of
12the Illinois Works Preapprenticeship Program for a period of
13not less than one year after the participant graduates from
14the Program. The list shall include the name, address, county
15of residence, phone number, email address, and the
16self-attested construction and building trade career path
17preferences of each graduate. This list shall be made
18available to any contractor or subcontractor, as well as any
19apprenticeship program approved by and registered with the
20United States Department of Labor's Bureau of Apprenticeship
21and Training in alignment with the graduate's self-attested
22construction and building trade career path preferences.".
