AMENDMENT TO HOUSE BILL 2131

2    AMENDMENT NO. ______. Amend House Bill 2131 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by adding
6Section 2705-211 as follows:
 
7    (20 ILCS 2705/2705-211 new)
8    Sec. 2705-211. Zero Traffic Fatalities Task Force.
9    (a) On or before July 1, 2024, the Secretary of
10Transportation shall establish and convene the Zero Traffic
11Fatalities Task Force to develop a structured, coordinated
12process for early engagement of all parties to develop
13policies to reduce traffic fatalities to zero.
14    (b) The Task Force shall include, but is not limited to,
15representatives from the Illinois State Police,
16State-supported institutions of higher learning, the

1Department of Transportation, the Department of Public Health,
2local governments, bicycle safety organizations, statewide
3motorist service membership organizations, transportation
4advocacy organizations, and labor organizations.
5    (c) The Secretary of Transportation shall prepare and
6submit a report of findings based on the Zero Traffic
7Fatalities Task Force's efforts to the General Assembly on or
8before January 1, 2025. The report shall include, but is not
9limited to, a detailed analysis of the following issues:
10        (1) The existing process for establishing speed
11    limits, including a detailed discussion on where speed
12    limits are allowed to deviate from the 85th percentile.
13        (2) Existing policies on how to reduce speeds on local
14    streets and roads.
15        (3) A recommendation as to whether an alternative to
16    the use of the 85th percentile as a method for determining
17    speed limits should be considered, and if so, what
18    alternatives should be looked at.
19        (4) Engineering recommendations on how to increase
20    vehicular, pedestrian, and bicycle safety.
21        (5) Additional steps that can be taken to eliminate
22    vehicular, pedestrian, and bicycle fatalities on the road.
23        (6) Existing reports and analyses on calculating the
24    85th percentile at the local, State, national, and
25    international levels.
26        (7) Usage of the 85th percentile in urban and rural

1    settings.
2        (8) How local bicycle and pedestrian plans affect the
3    85th percentile.
4    (d) This Section is repealed on January 1, 2026.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.".
