AMENDMENT TO HOUSE BILL 1222

2    AMENDMENT NO. ______. Amend House Bill 1222 on page 2, by
3replacing line 22 with the following:
4    "(7) According to a report released in 2021 by the U.S.
5Census Bureau, nearly 3,900,000 veterans receive disability
6compensation payments. These veterans have sacrificed in
7service to their country and for the defense of our freedoms.
8Home modifications will help Illinois veterans to regain and
9maintain their own freedom to utilize their homes and access
10the world around them.
11    (8) Current grant recipients of home modifications"; and
 
12on page 4, line 2, after "home,", by inserting "create
13universal design,"; and
 
14on page 4, immediately below line 4, by inserting the
15following:
16        ""Older adult" means any person 60 years of age or

1    older.
2        "Universal design" means any dwelling unit designed
3    and constructed that is safe and accessible for everyone,
4    regardless of age, physical ability, or stature."; and
 
5by replacing line 23 on page 4 through line 13 on page 5 with
6the following:
7    "(a) To qualify for financial assistance under the Home
8Modification Program, an applicant must meet the following
9requirements:
10        (1) Be a resident of the State of Illinois.
11        (2) Be a person with a disability as defined in
12    Section 15. An older adult or veteran who has a disability
13    as defined in Section 15 meets this requirement.
14        (3) Have proof of disability from an agency other than
15    a center for independent living when a disability is not
16    obvious or readily apparent.
17        (4) Be a homeowner or a residential tenant who has
18    obtained the permission of his or her landlord to make the
19    home modification. If a tenant and landlord agree to the
20    home modification, both parties must sign off on final
21    approval, as well as sign a statement of non-fraudulent
22    intent.
23        (5) Have income that does not exceed 200% of area
24    median income."; and

1on page 6, by replacing line 11 with "federal requirements,
2including the requirements under the Illinois Accessibility
3Code.".
