"Section 45. Update to the Illinois Water Quality Management Program and the Illinois Nonpoint Source Management Program guidance. The Illinois Environmental Protection Agency shall update the Illinois Water Quality Management Program by June 30, 2024 and the Illinois Nonpoint Source Management Program by June 30, 2023.

Updates to the Illinois Water Quality Management Program and the Illinois Nonpoint Source Management Program shall consider incorporating the following, without limitation: (1) the findings of the NLRS; (2) an evaluation of adaptive management opportunities in response to risk to the State's water resources presented by climate change; and (3) strategies to improve access to funding and technical assistance programs by socially disadvantaged communities.

Updates to the Illinois Water Quality Management Program shall also include discussion of potential opportunities to develop a sponsorship lending program to promote collaboration within priority watersheds and to promote coordination between traditional gray and green infrastructure improvements such as land acquisition and ecosystem restoration, especially in regard to directing resources to socially disadvantaged communities and environmental justice areas."; and
