| 2 | | AMENDMENT NO. ______. Amend Senate Bill 3082 by replacing | 3 | | everything after the enacting clause with the following:

The Vice-Chairperson | 15 | | of the Commission shall be elected from the Commission's | 16 | | membership by a simple majority vote of the total membership | 17 | | of the Commission. | 18 | | (d) Appointments made by the Governor under subsection (b) | 19 | | shall be made no later than January 1, 2023 The Governor, | 20 | | President of the Senate, Minority Leader of the Senate, | 21 | | Speaker of the House of Representatives, and Minority Leader | 22 | | of the House of Representatives shall make their initial | 23 | | appointments to the Commission by January 1, 2022 . | 24 | | (e) Vacancies in Commission membership shall be filled in | 25 | | the same manner as provided under subsection (b) initial | 26 | | appointments . |

| 1 | | (f) Total membership of the Commission consists of the | 2 | | number of members serving on the Commission, not including any | 3 | | vacant positions. A quorum consists of a simple majority of | 4 | | total membership and shall be sufficient to conduct the | 5 | | business of the Commission, unless stipulated otherwise in the | 6 | | bylaws of the Commission. | 7 | | (g) The Commission shall meet at least quarterly , and hold | 8 | | its first meeting within 30 days after the appointment of | 9 | | members under subsection (d) . | 10 | | (h) Members of the Commission shall receive no | 11 | | compensation for service as members.

Northwestern | 9 | | University; one representative of the Public Affairs Reporting | 10 | | Program at the
University of
Illinois at Springfield; one | 11 | | representative of the School
of Journalism at Southern | 12 | | Illinois University Carbondale; one

Any additional | 4 | | appointments made pursuant to this amendatory Act of the 102nd | 5 | | General Assembly shall be made no later than 30 days following | 6 | | the effective date of this amendatory Act of the 102nd General | 7 | | Assembly.
