AMENDMENT TO SENATE BILL 2515

2    AMENDMENT NO. ______. Amend Senate Bill 2515 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Groundwater Protection Act is
5amended by adding Section 5-5 as follows:
 
6    (415 ILCS 55/5-5 new)
7    Sec. 5-5. Mahomet Aquifer Council.
8    (a) There shall be established a Mahomet Aquifer Council.
9The Council shall be composed of the following members:
10        (1) one member of the Senate, appointed by the
11    President of the Senate;
12        (2) one member of the House of Representatives,
13    appointed by the Speaker of the House of Representatives;
14        (3) one member of the Senate, appointed by the
15    Minority Leader of the Senate;
16        (4) one member of the House of Representatives,

1    appointed by the Minority Leader of the House of
2    Representatives;
3        (5) one member representing the Illinois Environmental
4    Protection Agency, appointed by the Director of the
5    Illinois Environmental Protection Agency;
6        (6) two members representing a national waste and
7    recycling organization, appointed by the Governor;
8        (7) one member representing a statewide environmental
9    organization, appointed by the Governor;
10        (8) three members representing a nonprofit consortium
11    dedicated to the sustainability of the Mahomet Aquifer,
12    appointed by the Governor;
13        (9) one member representing the Illinois State Water
14    Survey of the Prairie Research Institute of the University
15    of Illinois at Urbana-Champaign, appointed by the
16    Governor;
17        (10) one member representing a statewide association
18    representing the pipe trades, appointed by the Governor;
19        (11) one member representing the State's largest
20    general farm organization, appointed by the Governor;
21        (12) one member representing a statewide trade
22    association representing manufacturers, appointed by the
23    Governor;
24        (13) one member representing a community health care
25    organization located over the Mahomet Aquifer, appointed
26    by the Governor;

1        (14) seven members representing local government
2    bodies located over the Mahomet Aquifer, appointed by the
3    Governor;
4        (15) one member representing a State labor
5    organization that represents employees in the solid waste;
6    and
7        (16) one member representing a statewide business
8    association with a focus on environmental issues,
9    appointed by the Governor.
10    (b) From among the Council's members, a chairperson shall
11be selected by majority vote and shall preside for a one-year
12term. The term of membership in the Council shall be for 3
13years.
14    (c) The Council shall:
15        (1) review, evaluate, and make recommendations
16    regarding State laws, regulations, and procedures that
17    relate to the Mahomet Aquifer;
18        (2) review, evaluate, and make recommendations
19    regarding the State's efforts to implement this Act that
20    relate to the quality of the Mahomet Aquifer;
21        (3) review, evaluate, and make recommendations
22    regarding current and potential contamination threats to
23    the water quality of the Mahomet Aquifer; and
24        (4) make recommendations relating to actions that
25    might be taken to ensure the long-term protection of the
26    Mahomet Aquifer.

1    (d) Members of the Mahomet Aquifer Council shall be
2reimbursed for ordinary and necessary expenses incurred in the
3performance of their duties, except that such reimbursement
4shall be limited to expenses associated with no more than 4
5meetings per calendar year. The Agency shall provide the
6Council with such supporting services as are reasonable for
7the performance of the Council's duties.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.".
