AMENDMENT TO SENATE BILL 2065

2    AMENDMENT NO. ______. Amend Senate Bill 2065 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unemployment Insurance Act is amended by
5adding Section 1502.5 as follows:
 
6    (820 ILCS 405/1502.5 new)
7    Sec. 1502.5. Benefit charges.
8    A. With respect to any benefits that are paid for a week of
9unemployment that begins on or after January 3, 2021, and
10before September 4, 2021, and would not have been paid but for
11subsection D of Section 612, notwithstanding any other
12provisions to the contrary, an employer that is subject to the
13payment of contributions shall not be chargeable for any
14benefit charges.
15    B. With respect to any regular benefits paid for a week of
16unemployment that begins on or after January 3, 2021, and

1before September 4, 2021, and would not have been paid but for
2subsection D of Section 612, notwithstanding any other
3provisions to the contrary except subsection E of Section
41502.4, a nonprofit organization that is subject to making
5payments in lieu of contributions shall be chargeable for 50%
6of the benefits paid if the week begins before April 4, 2021,
7and 75% if the week begins on or after April 4, 2021.
8    C. With respect to any benefits paid for a week of
9unemployment that begins on or after January 3, 2021, and
10before September 4, 2021, and would not have been paid but for
11subsection D of Section 612, notwithstanding any other
12provisions to the contrary except subsection E of Section
131502.4 and irrespective of whether the State or local
14government paid the individual who received the benefits wages
15for insured work during the individual's base period, the
16State and any local government that is subject to making
17payments in lieu of contributions shall be chargeable for 50%
18of the benefits paid if the week begins before April 4, 2021,
19and 75% if the week begins on or after April 4, 2021.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.".
