2    AMENDMENT NO. ______. Amend Senate Bill 1667 by replacing
3everything after the enacting clause with the following:
4    "Section 5. The Property Tax Code is amended by changing
5Section 18-15 as follows:
6    (35 ILCS 200/18-15)
7    Sec. 18-15. Filing of levies of taxing districts.
8    (a) Notwithstanding any other law to the contrary, all
9taxing districts, other than a school district subject to the
10authority of a Financial Oversight Panel pursuant to Article
111H of the School Code, shall annually certify to the county
12clerk, on or before the last Tuesday in December, the several
13amounts that they have levied.
14    (a-5) Certification to the county clerk under subsection
15(a), including any supplemental or supportive documentation,
16may be submitted electronically.

1    (b) A school district subject to the authority of a
2Financial Oversight Panel pursuant to Article 1H of the School
3Code shall file a certificate of tax levy, necessary to effect
4the implementation of the approved financial plan and the
5approval of the Panel, as otherwise provided by this Section,
6except that the certificate must be certified to the county
7clerk on or before the first Tuesday in November.
8    (c) If a school district as specified in subsection (b) of
9this Section fails to certify and return the certificate of
10tax levy, necessary to effect the implementation of the
11approved financial plan and the approval of the Financial
12Oversight Panel, to the county clerk on or before the first
13Tuesday in November, then the Financial Oversight Panel for
14the school district shall proceed to adopt, certify, and
15return a certificate of tax levy for the school district to the
16county clerk on or before the last Tuesday in December.
