AMENDMENT TO SENATE BILL 521

2    AMENDMENT NO. ______. Amend Senate Bill 521, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41, by replacing line 11 on page 19 through line 20 on page 46
5with the following:
 
6"changing Sections 8 and 13 and by adding Section 8.1 as
7follows:"; and
 
8on page 88, line 19, after "45,", by adding "50,"; and
 
9by deleting line 18 on page 103 through line 8 on page 104; and
 
10on page 110, immediately below line 7, by inserting the
11following:
 
12    "(230 ILCS 40/50)
13    Sec. 50. Distribution of license fees.

1    (a) All fees collected under Section 45 shall be deposited
2into the State Gaming Fund.
3    (b) Fees collected under Section 45 shall be used as
4follows:
5        (1) Twenty-five percent shall be paid, subject to
6    appropriation by the General Assembly, to the Department
7    of Human Services for administration of programs for the
8    treatment of compulsive gambling.
9        (2) Seventy-five percent shall be used for the
10    administration of this Act.
11    (c) All initial terminal handler, technician, sales agent
12and broker, licensed establishment, licensed truck stop
13establishment, licensed large truck establishment, licensed
14fraternal establishment, and licensed fraternal establishment
15licenses issued by the Board under this Act shall be issued for
162 years and are renewable for additional 2-year periods
17annually unless sooner cancelled or terminated. Except as
18provided by Section 8.1 of the Illinois Gambling Act, all
19initial manufacturer, distributor, supplier, and terminal
20operator licenses issued by the Board under this Act shall be
21issued for 4 years and are renewable for additional 4-year
22periods unless sooner cancelled or terminated. No license
23issued under this Act is transferable or assignable.

1municipality may not impose a fee for the operation of a video
2gaming terminal in excess of $250 per year. This Section is a
3limitation under subsection (i) of Section 6 of Article VII of
4the Illinois Constitution on the concurrent exercise by home
5rule units of powers and functions exercised by the State.";
6and
 
7on page 110, line 20, by replacing "under to this Section" with
8"under this Section by any home rule unit of government or
9non-home rule unit of government"; and
 
10on page 111, line 3, by replacing "Exclusive regulation" with
11"Regulation"; and
