| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to honor our esteemed colleague, | 4 | | Representative Kathleen Willis, for her 10 years of service as | 5 | | a member of the Illinois General Assembly and thank her for her | 6 | | dedicated service to our State and her community; and
| 7 | | WHEREAS, Rep. Willis is a lifelong resident of DuPage | 8 | | County; she currently resides with her husband, Tom, in | 9 | | Addison, where they raised their children, Elyse, Heather, | 10 | | John, and Victoria, and are proud grandparents; and
| 11 | | WHEREAS, Rep. Willis earned her bachelor's degree in Human | 12 | | Service Administration from Elmhurst College and her master's | 13 | | degree in Library and Information Services from the University | 14 | | of Illinois; in her career, she served her local community as | 15 | | access services coordinator at the Elmhurst College Library | 16 | | while also teaching children's and youth literature; and
| 17 | | WHEREAS, Rep. Willis has a long record of community | 18 | | service, including tenure as the vice president of the Kiwanis | 19 | | Club of Addison, chair of the Addison Special Events | 20 | | Commission, and coordinator of the Addison Mayor's Community | 21 | | Charity Ball; additionally, she is a member of the American | 22 | | Association of University Women, a supporter of the Dare to |

| 1 | | Dream program that mentors young Latinas to help promote | 2 | | education, combat truancy, and promote the benefits of staying | 3 | | in school and pursuing education, and a board member of | 4 | | Addison Elementary School District 4; and
| 5 | | WHEREAS, Rep. Willis began her service in the legislature | 6 | | by successfully passing bills to improve the placement process | 7 | | for special education students and to help prevent e-cigarette | 8 | | purchase by minors, which were signed into law; and
| 9 | | WHEREAS, Rep. Willis passed legislation to increase | 10 | | accountability against individuals who defraud or attempt to | 11 | | defraud Medicaid and to protect consumers from unfair | 12 | | surcharges; and
| 13 | | WHEREAS, Rep. Willis successfully fought to enhance | 14 | | justice for domestic violence survivors and accountability for | 15 | | domestic abusers, worked to address drug abuse among young | 16 | | people by spearheading the creation of the Young Adults Heroin | 17 | | Use Task Force, advocated to reduce the influence of gangs and | 18 | | their ability to recruit young people, and sought to enhance | 19 | | firearm safety and protect families from violent crime, | 20 | | including through an appointment to serve on the Restorative | 21 | | Justice and Safe Communities Committee for the gubernatorial | 22 | | transition in 2018; therefore, be it

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 2 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 3 | | we congratulate Representative Kathleen Willis on her | 4 | | retirement from the Illinois House of Representatives, thank | 5 | | her for her 10 years of dedicated service to the people of | 6 | | Illinois, and wish her the best in the next chapter of her | 7 | | life; and be it further
