HOUSE RESOLUTION 35

 
2    WHEREAS, The safety of farm and agricultural workers is of
3utmost importance to the government of this State; and
 
4    WHEREAS, It takes only seconds to be completely engulfed
5in flowing grain or overcome by an oxygen-deficient
6atmosphere; and
 
7    WHEREAS, Grain production, handling, and transportation is
8a significant industry in the United States; and
 
9    WHEREAS, Due to increased training and more public
10awareness, deaths from grain bin entrapments declined until
112014; that year saw 38 documented entrapments nationally,
12resulting in 17 deaths; and
 
13    WHEREAS, In 2018, there were 61 documented cases, an
14increase of 13% over the 54 cases reported in 2017; of these
15cases, there were 30 documented grain entrapment cases; 50% of
16the 30 cases ended in a fatality; and
 
17    WHEREAS, Grain Bin Safety Week is an annual observance
18that occurs the third full week of February to promote grain
19bin safety on farms and commercial grain-handling facilities;
20and

1    WHEREAS, Grain operators, farmers, and employees are
2encouraged to help reduce the number of preventable injuries
3and deaths associated with grain handling and storage through
4education and awareness of hazards and safe work practices;
5and
 
6    WHEREAS, Grain Bin Safety Week is a collaborative effort
7by industry leaders and agricultural professionals working
8together; and
 
9    WHEREAS, Through education and awareness of hazards and
10safe work practices and procedures, the State of Illinois
11hopes to reduce the number of preventable injuries and deaths
12associated with grain handling and storage; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we declare February 20 to February 26, 2022 as Grain Bin Safety
16Week in the State of Illinois; and be it further
 
17    RESOLVED, That we recognize the involvement of Nationwide
18Mutual Insurance Company, CHS Inc., Corteva AgriScience, KC
19Supply Co. Inc., Lutz Agency, Inc., NECAS, ProValue Insurance,
20Pennsylvania Farm Bureau, AGI SureTrack, Delaware Farm Bureau,
21GROWMARK, Kathy Barry Agency, Maryland Farm Bureau, New York
