| 2 | | AMENDMENT NO. ______. Amend House Bill 5225 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 1. Short title. This Act may be cited as the Job | 5 | | Training Assistance and Support Services Pilot Program Act. | 6 | | Section 5. Purpose. The purpose of the Job Training | 7 | | Assistance and Support Services Pilot Program is to address | 8 | | significant barriers to individuals participating in | 9 | | apprenticeships, including, but not limited to, lack of | 10 | | affordable and reliable transportation, lack of affordable and | 11 | | high-quality childcare, and other barriers that may prohibit a | 12 | | worker from retaining employment. The Pilot Program may | 13 | | provide barrier reduction funding for eligible individuals | 14 | | participating in registered apprenticeship, | 15 | | pre-apprenticeship, or work-based learning programs such as an | 16 | | internship, paid work experience, transitional jobs training, |

| 1 | | on-the-job training, or incumbent worker programs administered | 2 | | by the Department of Commerce and Economic Opportunity. | 3 | | Section 10. Job Training Assistance and Support Services | 4 | | Pilot Program. | 5 | | (a) The Department of Commerce and Economic Opportunity | 6 | | shall, subject to appropriation, develop a Job Training | 7 | | Assistance and Support Services Pilot Program. The Department | 8 | | of Commerce and Economic Opportunity shall award grants to | 9 | | organizations to distribute subsidies to qualifying | 10 | | individuals. To be eligible for assistance under the Pilot | 11 | | Program, an individual is required to participate in a | 12 | | registered apprenticeship program, pre-apprenticeship program | 13 | | as defined by the United States Department of Labor, or | 14 | | work-based learning programs, such as an internship, paid work | 15 | | experience, transitional jobs training, on-the-job training, | 16 | | or incumbent worker programs administered by the Department of | 17 | | Commerce and Economic Opportunity. | 18 | | (b) The assistance provided by the Pilot Program may | 19 | | include funds for transportation, child care, housing-related | 20 | | expenses, including, but not limited to, rent and utilities, | 21 | | transportation, child care, digital technology needs, | 22 | | education needs, mental health services, substance abuse | 23 | | services, income support, and work-related supplies that are | 24 | | not typically covered by programmatic supportive services. |

| 1 | | Section 15. Report. No later than January 1, 2028, the | 2 | | Department of Commerce and Economic Opportunity shall submit | 3 | | to the Governor and the General Assembly a report that | 4 | | evaluates the results of the Pilot Program and its | 5 | | effectiveness in assisting Pilot Program participants in | 6 | | entering the workforce or in obtaining better employment. The | 7 | | report shall include a recommendation regarding whether to | 8 | | renew the Pilot Program, and if renewal is recommended, if the | 9 | | Pilot Program should be expanded or otherwise enhanced. | 10 | | Section 20. Rules. The Department of Commerce and Economic | 11 | | Opportunity shall adopt all rules necessary for the | 12 | | implementation of the Pilot Program created under this Act. | 13 | | Section 25. Repeal. This Act is repealed on January 1, | 14 | | 2029.".
