AMENDMENT TO HOUSE BILL 5176

2    AMENDMENT NO. ______. Amend House Bill 5176 by replacing
3line 2 on page 8 through line 5 on page 10 with the following:
4    "(a) In order to reduce redundancy and increase
5efficiency, the State Board of Education shall merge the
6end-of-the-year grant periodic report with the fourth quarter
7electronic expenditure report.
8    (b) In order to reduce redundancy and increase efficiency,
9the ISBE Survey of Unfilled Teaching Positions shall be merged
10with the Illinois Association of Regional School
11Superintendents' Educator Shortage Survey.
12    (c) No later than July 1, 2023, the State Board shall merge
13the evidence-based spending plan with existing reports to
14reduce reporting burdens on school districts.
15    (d) Beginning July 1, 2022, the State Board may not
16require school districts to complete the NCLB/ESSA Monitoring
17Instrument.
18    (e) The State Board shall eliminate all outdated

1categories and reports from its Web Application Security
2System (IWAS), including IDEA Part B Flow-through, IDEA Part B
3Preschool, ARRA Education Jobs Supplemental Funds, ARRA IDEA
4Part B Flow-through, ARRA IDEA Part B Preschool, the ARRA NCLB
5Consolidated Application, the Foster Care Transportation Plan,
6the GATA Risk Assessment, the NCLB Consolidated Application,
7Preschool for All Cont. 0-3 EC, Preschool for All Cont. 3-5 EC,
8the Teacher Quality-Teacher Residencies RFP, the Title I
9District Plan, the Reduction in Force Survey, the Survey of
10Learning Conditions, the End of the Year Report, the Teacher
11Salary Study, and ISBE Dash. The State Board shall merge the 2
12sections titled "Annual" in IWAS under a single section titled
13"Annual". The State Board may not include categories and
14reports in IWAS that are not applicable to a school district.
15    (f) The State Board shall be responsible for extracting
16data from the Annual Financial Report and importing the data
17into the IDEA Maintenance of Effort and IDEA Excess Cost
18Reports."; and
 
19on page 10, line 6, by replacing "(j)" with "(g)"; and
 
20on page 10, line 7, by replacing "(i)" with "(f)"; and
 
21on page 10, line 11, by replacing "(k)" with "(h)"; and
 
22on page 10, line 14, by replacing "(l)" with "(i)"; and

1on page 10, line 18, by replacing "Statement of affairs" with
2"Accounting; vendor reports Statement of affairs"; and
 
3on page 17, immediately below line 7, by inserting the
4following:
5    "(d) All school districts shall post a vendor report on
6their websites within 60 days after the completion of the
7Annual Financial Report. The vendor report shall be broken
8down as follows:
9        (1) expenses in the range of $5,000 to $24,999; and
10        (2) expenses in the range of $25,000 and over."; and
 
11on page 17, line 8, by replacing "(d)" with "(e)".
