| 2 | | AMENDMENT NO. ______. Amend House Bill 5176 by replacing | 3 | | line 2 on page 8 through line 5 on page 10 with the following:
| 4 | | " (a) In order to reduce redundancy and increase | 5 | | efficiency, the State Board of Education
shall merge the | 6 | | end-of-the-year grant periodic report with the fourth quarter | 7 | | electronic expenditure report. | 8 | | (b) In order to reduce redundancy and increase efficiency, | 9 | | the ISBE Survey of Unfilled
Teaching Positions shall be merged | 10 | | with the Illinois Association of Regional School | 11 | | Superintendents' Educator Shortage Survey. | 12 | | (c) No later than July 1, 2023, the State Board shall merge | 13 | | the evidence-based spending plan with existing reports to | 14 | | reduce reporting burdens on school districts. | 15 | | (d) Beginning July 1, 2022, the State Board may not | 16 | | require school districts to complete the NCLB/ESSA Monitoring

| 1 | | categories and reports from its Web Application Security | 2 | | System (IWAS), including IDEA Part B Flow-through, IDEA Part B | 3 | | Preschool, ARRA Education Jobs Supplemental Funds, ARRA IDEA | 4 | | Part B Flow-through, ARRA IDEA Part B Preschool, the ARRA NCLB | 5 | | Consolidated Application, the Foster Care Transportation Plan, | 6 | | the GATA Risk Assessment, the NCLB Consolidated Application, | 7 | | Preschool for All Cont. 0-3 EC, Preschool for All Cont. 3-5 EC, | 8 | | the Teacher Quality-Teacher Residencies RFP, the Title I | 9 | | District Plan, the Reduction in Force Survey, the Survey of | 10 | | Learning Conditions, the End of the Year Report, the Teacher | 11 | | Salary Study, and ISBE Dash. The State Board shall merge the 2 | 12 | | sections titled "Annual" in IWAS under a single section titled | 13 | | "Annual". The State Board may not include categories and | 14 | | reports in IWAS that are not applicable to a school district. | 15 | | (f) The State Board shall be responsible for extracting | 16 | | data from the Annual
Financial Report and importing the data | 17 | | into the IDEA Maintenance of Effort and IDEA Excess Cost | 18 | | Reports. "; and | 19 | | on page 10, line 6, by replacing " (j) " with " (g) "; and | 20 | | on page 10, line 7, by replacing " (i) " with " (f) "; and | 21 | | on page 10, line 11, by replacing " (k) " with " (h) "; and | 22 | | on page 10, line 14, by replacing " (l) " with " (i) "; and |

The vendor report shall be broken | 8 | | down as follows: | 9 | | (1) expenses in the range of $5,000 to $24,999; and | 10 | | (2) expenses in the range of $25,000 and over.
