Amends the Illinois Vehicle Code. Provides that the Secretary of State, in issuing professional sports teams license plates, shall include the option to display the logo of the Chicago Sky or the Chicago Red Stars.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by | 5 | | changing Section 3-658 as follows:
| 6 | | (625 ILCS 5/3-658)
| 7 | | Sec. 3-658. Professional Sports Teams license plates.
| 8 | | (a) The Secretary, upon receipt of an application made in | 9 | | the form
prescribed by the Secretary, may issue special | 10 | | registration plates designated
as Professional Sports Teams | 11 | | license plates. The special plates issued under
this Section
| 12 | | shall be affixed only to passenger vehicles of the first | 13 | | division, motorcycles, and motor
vehicles of the second | 14 | | division weighing not more than 8,000 pounds. Plates
issued | 15 | | under this Section shall expire according to the multi-year | 16 | | procedure
established by Section 3-414.1 of this Code.
| 17 | | (b) The design and color of the plates is wholly within the | 18 | | discretion of
the Secretary, except that the plates shall, | 19 | | subject to the permission of the
applicable team owner, | 20 | | display the logo of the Chicago Bears, the Chicago
Bulls, the | 21 | | Chicago Blackhawks, the Chicago Cubs, the
Chicago White Sox, | 22 | | the Chicago Sky, the Chicago Red Stars, the St. Louis Rams, or | 23 | | the St. Louis Cardinals, at the
applicant's option. The |

| 1 | | Secretary may allow the plates to be issued as vanity
or | 2 | | personalized plates under Section 3-405.1 of the Code. The | 3 | | Secretary shall
prescribe stickers or decals as provided under | 4 | | Section 3-412 of this Code.
| 5 | | (c) An applicant for the special plate shall be charged a | 6 | | $40 fee for
original issuance in addition to the appropriate | 7 | | registration fee. Of this
fee, $25 shall be deposited into the | 8 | | Professional Sports Teams Education Fund
and $15 shall be | 9 | | deposited into the Secretary of State Special License Plate
| 10 | | Fund, to be used by the Secretary to help defray the | 11 | | administrative processing
costs.
| 12 | | For each registration renewal period, a $27 fee, in | 13 | | addition to the
appropriate registration fee, shall be | 14 | | charged. Of this fee, $25 shall be
deposited into the | 15 | | Professional Sports Teams Education Fund and $2 shall be
| 16 | | deposited into the Secretary of State Special License Plate | 17 | | Fund.
| 18 | | (d) The Professional Sports Teams Education Fund is | 19 | | created as a special
fund in the State treasury. The | 20 | | Comptroller shall order transferred and the Treasurer shall | 21 | | transfer all moneys in the Professional Sports Teams Education | 22 | | Fund to the Common School Fund every 6 months.
