AMENDMENT TO HOUSE BILL 4164

2    AMENDMENT NO. ______. Amend House Bill 4164 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unified Code of Corrections is amended by
5changing Section 3-2-4 as follows:
 
6    (730 ILCS 5/3-2-4)  (from Ch. 38, par. 1003-2-4)
7    Sec. 3-2-4. Governor to visit; members of the General
8Assembly may visit Visit.
9    (a) The Governor shall visit the institutions, facilities,
10and programs of the Department as often as the Governor he
11deems fit, for the purpose of inquiring examining into the
12affairs and conditions of the Department.
13    (b) A member of the General Assembly may visit the
14institutions, facilities, and programs of the Department and
15may visit with any individual or group of individuals
16incarcerated at any Department institution or facility for the

1purpose of inquiring into the affairs and conditions of the
2Department and the well-being of an incarcerated individual or
3individuals. The member of the General Assembly must provide
4at least 24-hour prior notification to the Department of the
5request to visit unless the circumstances of the request
6represents a documented health or safety emergency. The
7Department may delay a request from a member of the General
8Assembly based on security or safety concerns, including, but
9not limited to, a facility lockdown, riot, medical quarantine,
10pandemic, documented security threat group concern, or serious
11health concern as documented by the Medical Director. The
12Department shall provide the explanation for the delay of the
13request in writing to the member of the General Assembly
14within 12 hours of the request.
