1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Asian Indian American Advisory Council Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Asian Indian" means a person descended from any of the
8countries of the subcontinent that are not primarily Muslim in
9character, including India, Bhutan, Nepal, and Sri Lanka.
10    "Council" means the Illinois Asian Indian American
11Advisory Council created by this Act.
 
12    Section 10. Illinois Asian Indian American Advisory
13Council. There is hereby created the Illinois Asian Indian
14American Advisory Council. The purpose of the Council is to
15advise the Governor and the General Assembly on policy issues
16impacting Asian Indian Americans and immigrants; to advance
17the role and civic participation of Asian Indian Americans in
18this State; to enhance trade and cooperation between Asian
19Indian-majority countries and this State; and to build
20relationships with and disseminate information to, in
21cooperation with State agencies, boards, and commissions,
22Asian Indian American and immigrant communities across this

1State.
 
2    Section 15. Council members.
3    (a) The Council shall consist of 21 members. The Governor
4shall appoint one member to be the representative of the
5Office of the Governor, who shall act as the chairperson of the
6Council. The Governor, the President of the Senate, the
7Speaker of the House of Representatives, the Minority Leader
8of the Senate, and the Minority Leader of the House of
9Representatives shall also each appoint 4 public members to
10the Council.
11    (b) Appointing authorities shall ensure, to the maximum
12extent practicable, that the Council is diverse with respect
13to race, ethnicity, age, gender, and geography.
14    (c) Appointments to the Council shall be persons of
15recognized ability and experience in one or more of the
16following areas: higher education, business, international
17trade, law, social services, human services, immigration,
18refugee services, community development, or healthcare.
19    (d) Members of the Council shall serve 2-year terms. A
20member shall serve until his or her successor shall be
21appointed. Members of the Council shall not be entitled to
22compensation for their services as members.
23    (e) The following officials shall serve as ex officio
24members: the Deputy Director of the Office of Trade and
25Investment within the Department of Commerce and Economic

1Opportunity, or his or her designee, and the Chief of the
2Bureau of Refugee and Immigrant Services within the Department
3of Human Services, or his or her designee.
4    The following State agencies shall also each appoint a
5liaison to serve as ex officio members of the Council: the
6Department of Commerce and Economic Opportunity, the
7Department of Financial and Professional Regulation, the
8Department of Human Services, the Department on Aging, the
9Department of Children and Family Services, the Department of
10Healthcare and Family Services, the Department of Public
11Health, the Department of Central Management Services, the
12Illinois State Board of Education, the Illinois Board of
13Higher Education, and the Illinois Community College Board.
14    (f) The Council may establish committees that address
15certain issues, including, but not limited to, communications,
16economic development, and legislative affairs.
17    (g) The Office of the Governor shall provide
18administrative and technical support to the Council, including
19a staff member to serve as ethics officer.
 
20    Section 20. Meetings. The Council shall meet at least once
21per each calendar quarter. In addition, the Council may hold
22up to 2 public hearings annually to assist in the development
23of policy recommendations to the Governor and the General
24Assembly. All meetings of the Council shall be conducted in
25accordance with the Open Meetings Act. Eleven members of the

1Council shall constitute a quorum.
 
2    Section 25. Reports.
3    (a) The Council shall issue semi-annual reports on its
4policy recommendations by June 30th and December 31st of each
5year to the Governor and the General Assembly.
6    (b) The reports on policy recommendations shall focus on,
7but are not limited to, the following: (i) policy issues
8impacting Asian Indian Americans and immigrants; (ii)
9advancement of the role and civic participation of Asian
10Indian Americans in this State; (iii) enhancement of trade and
11cooperation between Asian Indian-majority countries and this
12State; and (iv) building relationships with and disseminating
13information to, in cooperation with State agencies, boards,
14and commissions, Asian Indian American and immigrant
15communities across this State.
