AMENDMENT TO HOUSE BILL 3438

2    AMENDMENT NO. ______. Amend House Bill 3438 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Undocumented Student Liaison; Undocumented
8Student Resource Center.
9    (a) Beginning with the 2022-2023 academic year, the Board
10of Trustees shall designate an employee as an Undocumented
11Student Resource Liaison to be available on campus to provide
12assistance to undocumented students and mixed status students
13within the United States in streamlining access to financial
14aid and academic support to successfully matriculate to degree
15completion. The Undocumented Student Liaison shall provide
16assistance to vocational students, undergraduate students,

1graduate students, and professional-track students. An
2employee who is designated as an Undocumented Student Liaison
3must be knowledgeable about current legislation and policy
4changes through professional development with the Illinois
5Dream Fund Commission to provide the wrap-around services to
6such students. The Illinois Dream Fund Commission shall
7conduct professional development under this Section. The
8Illinois Dream Fund Commission's task force on immigration
9issues and the Undocumented Student Liaison shall ensure that
10undocumented immigrants and students from mixed status
11households receive equitable and inclusive access to the
12University's retention and matriculation programs.
13    The Board shall ensure that an Undocumented Student
14Liaison is available at each campus of the University. The
15Undocumented Student Liaison must be placed in a location that
16provides direct access for students in collaboration with the
17retention and matriculation programs of the University. The
18Undocumented Student Liaison shall report directly to senior
19leadership and shall assist leadership with the review of
20policies and procedures that directly affect undocumented and
21mixed status students.
22    An Undocumented Student Liaison may work on outreach
23efforts to provide access to resources and support within the
24grade P-20 education pipeline by supporting summer enrichment
25programs and pipeline options for students in any of grades 9

1    (b) The Board is encouraged to establish an Undocumented
2Student Resource Center on each of its campuses. A
3Undocumented Student Resource Center may offer support
4services, including, but not limited to, State and private
5financial assistance, academic and career counseling, and
6retention and matriculation support services, as well as
7mental health counseling options because the changing
8immigration climate impacts a student's overall well-being and
9success.
10    An Undocumented Student Resource Center may be housed
11within an existing student service center or academic center,
12and the new construction of an Undocumented Student Resource
13Center is not required under this Section.
14    The Board may seek and accept any financial support
15through institutional advancement, private gifts, or donations
16to aid in the creation and operation of and the services
17provided by an Undocumented Student Resource Center.

19Act is amended by adding Section 100 as follows:

12mixed status households receive equitable and inclusive access
13to the community college district's retention and
14matriculation programs.
15    The board shall ensure that an Undocumented Student
16Liaison is available at each campus of the community college
17district. The Undocumented Student Liaison must be placed in a
18location that provides direct access for students in
19collaboration with the retention and matriculation programs of
20the community college district. The Undocumented Student
21Liaison shall report directly to senior leadership and shall
22assist leadership with the review of policies and procedures
23that directly affect undocumented and mixed status students.
24    An Undocumented Student Liaison may work on outreach
25efforts to provide access to resources and support within the
26grade P-20 education pipeline by supporting summer enrichment

1programs and pipeline options for students in any of grades 9
2through 12.
3    (b) A board is encouraged to establish an Undocumented
4Student Resource Center on each campus of the community
5college district. A Undocumented Student Resource Center may
6offer support services, including, but not limited to, State
7and private financial assistance, academic and career
8counseling, and retention and matriculation support services,
9as well as mental health counseling options because the
10changing immigration climate impacts a student's overall
11well-being and success.
12    An Undocumented Student Resource Center may be housed
13within an existing student service center or academic center,
14and the new construction of an Undocumented Student Resource
15Center is not required under this Section.
16    The board may seek and accept any financial support
17through institutional advancement, private gifts, or donations
18to aid in the creation and operation of and the services
19provided by an Undocumented Student Resource Center.
 
20    Section 99. Effective date. This Act takes effect July 1,
212021.".
