1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Children and Family Services Act is amended
5by adding Section 41.5 as follows:
 
6    (20 ILCS 505/41.5 new)
7    Sec. 41.5. Racial disparities reports. Due to the
8historical reality of the role of government in creating and
9maintaining racial inequities, no later than December 31,
102022, and no later than December 31 of each year thereafter,
11the Department shall prepare and submit an annual report,
12covering the previous fiscal year, to the General Assembly
13regarding racial disparities for children and families
14involved in the child welfare system. The report shall be
15conducted by a research institution at a public university and
16must include, at a minimum, the following data de-aggregated
17by race as compared, where appropriate, to population-level
18data:
19        (1) education success, health and behavioral health,
20    housing, jobs or economic justice, criminal justice, and
21    other key metrics that serve as indicators of child and
22    family well-being and can measure socioeconomic conditions
23    in communities; and

1        (2) children and families involved in a safety plan,
2    the number of protective custodies, the number of
3    investigations of each type of abuse and neglect
4    allegation described in 89 Ill. Adm. Code 300.Appendix B
5    and the findings of such investigations, the number of
6    Department recommended court filings for each allegation
7    type, the number of intakes into the foster care system,
8    placement settings, lengths of stay, and permanency
9    outcomes.
