Amends the Firearm Owners Identification Card Act. Provides that the cost of a new or renewed Firearm Owner's Identification Card shall be $10 plus applicable processing fees. Provides that the cost of a corrected, lost, destroyed, or stolen Card shall be $5, plus applicable processing fees. Provides that the fees deposited into the State Police Firearm Services Fund shall exclude fees collected for payment processing.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Firearm Owners Identification Card Act is | 5 | | amended by changing Sections 5 and 13.2 as follows:
| 6 | | (430 ILCS 65/5) (from Ch. 38, par. 83-5)
| 7 | | Sec. 5. Application and renewal. | 8 | | (a) The Department of State Police shall either approve or
| 9 | | deny all applications within 30 days from the date they are | 10 | | received,
except as provided in subsection (b) of this | 11 | | Section, and every applicant found qualified under Section 8 | 12 | | of this Act by
the Department shall be entitled to a Firearm | 13 | | Owner's Identification
Card upon the payment of a $10 fee , | 14 | | plus applicable processing fees . Any applicant who is an | 15 | | active duty member of the Armed Forces of the United States, a | 16 | | member of the Illinois National Guard, or a member of the | 17 | | Reserve Forces of the United States is exempt from the | 18 | | application fee. $6 of each fee derived from the
issuance of | 19 | | Firearm Owner's Identification Cards, or renewals thereof,
| 20 | | shall be deposited in the Wildlife and Fish Fund in the State | 21 | | Treasury;
$1 of the fee shall be deposited in the State Police | 22 | | Services Fund and $3 of the fee shall be deposited in the
State | 23 | | Police Firearm Services Fund. |

| 1 | | (b) Renewal applications shall be approved or denied | 2 | | within 60 business days, provided the applicant submitted his | 3 | | or her renewal application prior to the expiration of his or | 4 | | her Firearm Owner's Identification Card. If a renewal | 5 | | application has been submitted prior to the expiration date of | 6 | | the applicant's Firearm Owner's Identification Card, the | 7 | | Firearm Owner's Identification Card shall remain valid while | 8 | | the Department processes the application, unless the person is | 9 | | subject to or becomes subject to revocation under this Act. | 10 | | The cost for a renewal application shall be $10 , plus | 11 | | applicable processing fees, which shall be deposited into the | 12 | | State Police Firearm Services Fund , other than the fees | 13 | | collected for payment processing .

| 16 | | Sec. 13.2. Renewal; name or address change; replacement | 17 | | card. The Department of State Police shall, 60 days
prior to | 18 | | the expiration of a Firearm Owner's Identification Card,
| 19 | | forward by first class mail to each person whose card is to | 20 | | expire a
notification of the
expiration of the card and | 21 | | instructions for renewal.
It is the obligation of the holder | 22 | | of a Firearm Owner's Identification Card
to notify the | 23 | | Department of State Police of any address change since the
| 24 | | issuance of
the Firearm Owner's Identification Card. Whenever | 25 | | any person moves from the residence address named on his or her |

| 1 | | card, the person shall within 21 calendar days thereafter | 2 | | notify in a form and manner prescribed by the Department of his | 3 | | or her old and new residence addresses and the card number held | 4 | | by him or her. Any person whose legal name has changed from the | 5 | | name on the card that he or she has been previously issued must | 6 | | apply for a corrected card within 30 calendar days after the | 7 | | change. The cost for a corrected card shall be $5 , plus | 8 | | applicable processing fees . The cost for replacement of a card | 9 | | which has been lost, destroyed, or stolen shall be $5 , plus | 10 | | applicable processing fees, if the loss, destruction, or theft | 11 | | of the card is reported to the Department of State Police. The | 12 | | fees collected under this Section shall be deposited into the | 13 | | State Police Firearm Services Fund , other than those collected | 14 | | for payment processing .
