| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of James R. "Jim" Gallaugher of East Moline, | 4 | | who passed away on April 13, 2019; and
| 5 | | WHEREAS, Jim Gallaugher was born in East Moline to E. Roy | 6 | | and Myrtis Dykes Gallaugher on July 27, 1935; he graduated from | 7 | | United Township High School in 1953 and attended the University | 8 | | of Illinois on a Rock Island Railroad scholarship; he graduated | 9 | | in 1957 with an engineering degree and married Joan Getty; and | 10 | | WHEREAS, Jim Gallaugher served in the U.S. Navy for five | 11 | | years on active duty and 20 years in the Naval Reserve; he | 12 | | achieved the rank of Captain in the Civil Engineer Corp with | 13 | | various duties, including serving in the Panama Canal Zone and | 14 | | as Commanding Officer of the 26th Seabee Battalion | 15 | | headquartered in Glenview; his duties took him to every state | 16 | | in the U.S. and eight foreign countries; and
| 17 | | WHEREAS, Jim Gallaugher was employed as a civilian by the | 18 | | U.S. Army at Rock Island Arsenal, serving as project engineer | 19 | | on the Copperhead Artillery Shell, the M203 Grenade Launcher | 20 | | Attachment, and as the Army's Chief Engineer on the M16 Rifle; | 21 | | for the last 14 years, he served as Director of the Industrial | 22 | | Engineering Activity; he retired as a GS-15; and |

| 1 | | WHEREAS, Jim Gallaugher attended the National Defense | 2 | | University in Washington, D.C., the Federal Executive | 3 | | Institute in Charlottesville, Virginia, and Jungle Warfare | 4 | | School in Panama; and | 5 | | WHEREAS, Jim Gallaugher received numerous awards and | 6 | | recognitions from both the Army and Navy; he was named by the | 7 | | American Legion as the most decorated Air Force ROTC cadet at | 8 | | the University of Illinois; and | 9 | | WHEREAS, After retirement from the Navy and Army, Jim | 10 | | Gallaugher was employed for 10 years by the Illinois | 11 | | Environmental Protection Agency as an Air Pollution Control | 12 | | Engineer, retiring in December 2000; he remained active with | 13 | | his 185-acre tree farm near Viola; he was a member of the | 14 | | National Defense Executive Reserve; and
| 15 | | WHEREAS, Jim Gallaugher was a 32nd Degree Mason; he was | 16 | | listed in Who's Who in the Midwest and Who's Who in Technology; | 17 | | he was a past president of Delta Phi Social Fraternity at the | 18 | | University of Illinois, past president of the local chapter of | 19 | | the American Defense Preparedness Association, and past | 20 | | president of the Navy Reserve Association; he served | 21 | | voluntarily for several years as a consultant to the | 22 | | engineering departments of Iowa State University and St. |

| 2 | | WHEREAS, Jim Gallaugher was preceded in death by his | 3 | | parents and his sisters, Reba Gallaugher and Wanda Reeves; and
| 4 | | WHEREAS, Jim Gallaugher is survived by his wife, Joan; his | 5 | | children, Kathryn Douglass, Jeffrey Gallaugher, Cynthia Ross, | 6 | | and Joel (Marta) Gallaugher; eight grandchildren; 10 | 7 | | great-grandchildren; and his sister, Patricia Place; | 8 | | therefore, be it
| 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | James R. "Jim" Gallaugher and extend our sincere condolences to | 12 | | his family, friends, and all who knew and loved him; and be it | 13 | | further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to the family of Jim Gallaugher as an expression of | 16 | | our deepest sympathy.
