| 1 | | AN ACT concerning State government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Rare Disease Commission Act is amended by | 5 | | changing Sections 15 and 90 as follows: | 6 | | (410 ILCS 445/15)
| 7 | | (Section scheduled to be repealed on January 1, 2020) | 8 | | Sec. 15. Study; recommendations. The Commission shall make | 9 | | recommendations to the General Assembly, in the form of an | 10 | | annual report through 2023 2020 , regarding: | 11 | | (1) the use of prescription drugs and innovative | 12 | | therapies for children and adults with rare diseases, and | 13 | | specific subpopulations of children or adults with rare | 14 | | diseases, as appropriate, together with recommendations on | 15 | | the ways in which this information should be used in | 16 | | specific State programs that (A) provide assistance or | 17 | | health care coverage to individuals with rare diseases or | 18 | | broader populations that include individuals with rare | 19 | | diseases, or (B) have responsibilities associated with | 20 | | promoting the quality of care for individuals with rare | 21 | | diseases or broader populations that include individuals | 22 | | with rare diseases; | 23 | | (2) legislation that could improve the care and |

| 1 | | treatment of adults or children with rare diseases;
| 2 | | (3) in coordination with the Genetic and Metabolic | 3 | | Diseases Advisory Committee, the screening of newborn | 4 | | children for the presence of genetic disorders; and | 5 | | (4) any other issues the Commission considers | 6 | | appropriate. | 7 | | The Commission shall submit its annual report to the | 8 | | General Assembly no later than December 31 of each year.

| 18 | | Sec. 15. Lyme Disease Task Force; duties; members. | 19 | | (a) The Department shall establish the Lyme Disease Task | 20 | | Force to advise the Department on disease prevention and | 21 | | surveillance and provider and public education relating to the | 22 | | disease.
| 23 | | (b) The Task Force shall consist of the Director of Public |

| 1 | | Health or a designee, who shall serve as chairman, and the | 2 | | following members appointed by the Director of Public Health :
| 3 | | (1) one representative from the Department of | 4 | | Financial and Professional Regulation , appointed by the | 5 | | Director of Public Health ;
| 6 | | (2) 3 physicians licensed to practice medicine in all | 7 | | its branches who are members of a statewide organization | 8 | | representing physicians, one of whom represents a medical | 9 | | school faculty and one of whom has the experience of | 10 | | treating Lyme disease , appointed by the Director of Public | 11 | | Health ;
| 12 | | (3) one advanced practice registered nurse selected | 13 | | from the recommendations of professional nursing | 14 | | associations , appointed by the Director of Public Health ;
| 15 | | (4) one local public health administrator , appointed | 16 | | by the Director of Public Health ;
| 17 | | (5) one veterinarian , appointed by the Director of | 18 | | Public Health ;
| 19 | | (6) 4 members of the public interested in Lyme disease , | 20 | | appointed by the Director of Public Health; .
| 21 | | (7) 2 members appointed by the Speaker of the House of | 22 | | Representatives; | 23 | | (8) 2 members appointed by the Minority Leader of the | 24 | | House of Representatives; | 25 | | (9) 2 members appointed by the President of the Senate; | 26 | | and |

| 1 | | (10) 2 members appointed by the Minority Leader of the | 2 | | Senate. | 3 | | (c) The terms of the members of the Task Force shall be 3 | 4 | | years. Members may continue to serve after the expiration of a | 5 | | term until a new member is appointed. Each member appointed to | 6 | | fill a vacancy occurring prior to the expiration of the term | 7 | | for which his predecessor was appointed shall be appointed for | 8 | | the remainder of such term. The council shall meet as | 9 | | frequently as the chairman deems necessary, but not less than 2 | 10 | | times each year. Members shall receive no compensation for | 11 | | their services.
| 12 | | (d) The Lyme Disease Task Force has the following duties | 13 | | and responsibilities:
| 14 | | (1) monitoring the implementation of this Act and | 15 | | providing feedback and input for necessary additions or | 16 | | modifications;
| 17 | | (2) reviewing relevant literature and guidelines that | 18 | | define accurate diagnosis of Lyme disease with the purpose | 19 | | of creating cohesive and consistent guidelines for the | 20 | | determination of Lyme diagnosis across all counties in | 21 | | Illinois and with the intent of providing accurate and | 22 | | relevant numbers to the Centers for Disease Control and | 23 | | Prevention;
| 24 | | (3) providing recommendations on professional | 25 | | continuing educational materials and opportunities that | 26 | | specifically focus on Lyme disease prevention, protection, |

| 1 | | and treatment; and
| 2 | | (4) assisting the Department in establishing policies, | 3 | | procedures, techniques, and criteria for the collection, | 4 | | maintenance, exchange, and sharing of medical information | 5 | | on Lyme disease, and identifying persons or entities with | 6 | | Lyme disease expertise to collaborate with Department in | 7 | | Lyme disease diagnosis, prevention, and treatment.

The Illinois Vehicle Code is amended by | 10 | | changing Section 11-907.1 as follows: | 11 | | (625 ILCS 5/11-907.1) | 12 | | (This Section may contain text from a Public Act with a | 13 | | delayed effective date ) | 14 | | (Section scheduled to be repealed on January 1, 2021) | 15 | | Sec. 11-907.1. Move Over Task Force. | 16 | | (a) The Move Over Task Force is created to study the issue | 17 | | of violations of Sections 11-907, 11-907.5, and 11-908 with | 18 | | particular attention to the causes of violations and ways to | 19 | | protect law enforcement and emergency responders. | 20 | | (b) The membership of the Task Force shall consist of the | 21 | | following members: | 22 | | (1) the Director of State Police or his or her | 23 | | designee, who shall serve as chair; | 24 | | (2) the Governor or his or her designee; |

| 1 | | (3) the Secretary of State or his or her designee; | 2 | | (4) the Secretary of Transportation or his or her | 3 | | designee; | 4 | | (5) the Director of the Illinois Toll Highway Authority | 5 | | or his or her designee; | 6 | | (6) the President of the Illinois State's Attorneys | 7 | | Association or his or her designee; | 8 | | (7) the President of the Illinois Association of Chiefs | 9 | | of Police or his or her designee; | 10 | | (8) the President of the Illinois Sheriffs' | 11 | | Association or his or her designee; | 12 | | (9) the President of the Illinois Fraternal Order of | 13 | | Police or his or her designee; | 14 | | (10) the President of the Associated Fire Fighters of | 15 | | Illinois or his or her designee; | 16 | | (11) one member appointed by the Speaker of the House | 17 | | of Representatives; | 18 | | (12) one member appointed by the Minority Leader of the | 19 | | House of Representatives; | 20 | | (13) one member appointed by the President of the | 21 | | Senate; | 22 | | (14) one member appointed by the Minority Leader of the | 23 | | Senate; and | 24 | | (15) the following persons appointed by the Governor: | 25 | | (A) 2 representatives of different statewide | 26 | | trucking associations; |

| 1 | | (B) one representative of a Chicago area motor | 2 | | club; | 3 | | (C) one representative of a Chicago area transit | 4 | | safety alliance; | 5 | | (D) one representative of a statewide press | 6 | | association; | 7 | | (E) one representative of a statewide broadcast | 8 | | association; | 9 | | (F) one representative of a statewide towing | 10 | | organization; | 11 | | (G) the chief of police of a municipality with a | 12 | | population under 25,000; | 13 | | (H) one representative of a statewide organization | 14 | | representing chiefs of police; and | 15 | | (I) one representative of the solid waste | 16 | | management industry; and | 17 | | (J) one representative from a bona fide labor | 18 | | organization representing certified road flaggers and | 19 | | other road construction workers. | 20 | | (c) The members of the Task Force shall serve without | 21 | | compensation. | 22 | | (d) The Task Force shall meet no fewer than 3 times and | 23 | | shall present its report and recommendations, including | 24 | | legislative recommendations, if any, on how to better enforce | 25 | | Scott's Law and prevent fatalities on Illinois roadways to the | 26 | | General Assembly no later than January 1, 2021 2020 . |

| 1 | | (e) The Department of State Police shall provide | 2 | | administrative support to the Task Force as needed. | 3 | | (f) This Section is repealed on January 1, 2022 2021 .

The Code of Criminal Procedure of 1963 is | 6 | | amended by changing Sections 106F-15 and 106F-20, and by adding | 7 | | Section 106F-25 as follows: | 8 | | (725 ILCS 5/106F-15) | 9 | | (Section scheduled to be repealed on January 1, 2020) | 10 | | Sec. 106F-15. Task Force; membership. | 11 | | (a) Policies and procedures of the Task Force on Children | 12 | | of Incarcerated Parents shall incorporate the emotional, | 13 | | mental, and physical well-being of the children, as well as the | 14 | | safety of officers, other staff, and any other relevant | 15 | | parties. A policy or procedure adhering to the guiding | 16 | | principles of Section 106F-10 shall not supersede a decision by | 17 | | a court having jurisdiction over the best interest of the | 18 | | child. The Task Force shall consist of the following members, | 19 | | appointed by the Lieutenant Governor unless otherwise | 20 | | indicated: | 21 | | (1) 2 members from an organization that advocates for | 22 | | adolescents, youth, or incarcerated parents; | 23 | | (2) 1 member who is an academic or researcher that has | 24 | | studied issues related to the impact of incarceration on |

| 1 | | youth; | 2 | | (3) 2 members who are adult children who have | 3 | | experienced parental incarceration; | 4 | | (4) 2 members who are formerly incarcerated parents; | 5 | | (5) one member from an organization that facilitates | 6 | | visitation between incarcerated parents and children; | 7 | | (6) the Secretary of Human Services, or his or her | 8 | | designee; | 9 | | (7) the Director of Children and Family Services, or | 10 | | his or her designee; | 11 | | (8) the Cook County Public Guardian, or his or her | 12 | | designee; | 13 | | (9) the Director of Juvenile Justice, or his or her | 14 | | designee; | 15 | | (10) the Director of Corrections, or his or her | 16 | | designee; | 17 | | (11) the President of the Illinois Sheriffs | 18 | | Association, or his or her designee; | 19 | | (12) the Cook County Sheriff, or his or her designee; | 20 | | (13) the Director of State Police, or his or her | 21 | | designee; | 22 | | (14) the Chief of the Chicago Police Department, or his | 23 | | or her designee; | 24 | | (15) the Director of the Illinois Law Enforcement | 25 | | Training Standards Board, or his or her designee; | 26 | | (16) the Attorney General, or his or her designee; |

| 1 | | (17) one member who represents the court system; | 2 | | (18) one Representative, appointed by the Speaker of | 3 | | the House of Representatives; | 4 | | (19) one Representative, appointed by the Minority | 5 | | Leader of the House of Representatives; | 6 | | (20) one Senator, appointed by the President of the | 7 | | Senate; | 8 | | (21) one Senator, appointed by the Minority Leader of | 9 | | the Senate; | 10 | | (22) one member, appointed by the Governor's Office who | 11 | | represents an organization with expertise in gender | 12 | | responsive practices and assessing the impact of | 13 | | incarceration on women, who are disproportionately | 14 | | custodial parents of young children. | 15 | | (b) The Office of the Lieutenant Governor shall provide | 16 | | administrative and technical support to the Task Force and | 17 | | shall be responsible for administering its operations, | 18 | | appointing a chairperson, and ensuring that the requirements of | 19 | | the Task Force are met. The Task Force shall have all
| 20 | | appointments made within 30 days of the effective date of this | 21 | | amendatory Act of the 101st General Assembly. | 22 | | (c) The members of the Task Force shall serve without | 23 | | compensation. | 24 | | (d) (Blank). This Section is repealed on January 1, 2020.

| 1 | | (725 ILCS 5/106F-20) | 2 | | (Section scheduled to be repealed on January 1, 2020) | 3 | | Sec. 106F-20. Task Force; meetings; duties. | 4 | | (a) The Task Force on Children of Incarcerated Parents | 5 | | shall meet at least 4 times beginning within 30 days after the | 6 | | effective date of this amendatory Act of the 101st General | 7 | | Assembly. The first meeting shall be held no later than August | 8 | | 1, 2019. | 9 | | (b) The Task Force shall review available research, best | 10 | | practices, and effective interventions to formulate | 11 | | recommendations. | 12 | | (c) The Task Force shall produce a report detailing the | 13 | | Task Force's findings and recommendations and needed | 14 | | resources. The Task Force shall submit a report of its findings | 15 | | and recommendations to the General Assembly and the Governor by | 16 | | March 1, 2020 December 31, 2019 . | 17 | | (d) (Blank). This Section is repealed on January 1, 2020.
