| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Charlotte W. Baxter of Woodstock, who | 4 | | passed away on September 8, 2018; and
| 5 | | WHEREAS, Charlotte Baxter was born to Walter and Nelle | 6 | | (Madigan) Wilson on May 22, 1933 and grew up on a farm in | 7 | | Champaign; she attended a one-room schoolhouse in Dunham and | 8 | | Champaign Central High School; she graduated from the Burnham | 9 | | School of Nursing in Champaign in 1954 and married Darrell | 10 | | Baxter in Champaign on May 15, 1954; she and Darrell had four | 11 | | children, and after living in Washington D.C., Urbana, and | 12 | | Beloit, Wisconsin, the family finally settled in Woodstock, | 13 | | their home for 49 years; and
| 14 | | WHEREAS, Charlotte Baxter worked for Woodstock Memorial | 15 | | Hospital and the Woodstock Medical Center; she also worked part | 16 | | time during her retirement years at the Craig Woods Golf | 17 | | Course; and
| 18 | | WHEREAS, Charlotte Baxter spent many Friday nights during | 19 | | the fall in the stands cheering on her husband's high school | 20 | | football teams; she was an avid fan of the Chicago Cubs; she | 21 | | was proud of her Irish heritage and enjoyed visiting Ireland | 22 | | with her husband; she also enjoyed playing bridge, golf, taking |

| 1 | | long walks, writing, and family vacations to Door County, | 2 | | Wisconsin; she was a member of the First United Methodist | 3 | | Church in Woodstock; and
| 4 | | WHEREAS, Charlotte Baxter was preceded in death by her | 5 | | parents; her husband of 52 years, Darrell; her siblings, | 6 | | Josephine, James, Paul, Walter, Max, and Thomas; her in-laws, | 7 | | Kenneth "KD" and Zelda Baxter; her sister-in-law, MaryAnn | 8 | | Baxter; and her brother-in-law, Eddie Fair; and
| 9 | | WHEREAS, Charlotte Baxter is survived by her sons, Kirk | 10 | | (David), Kip (Kathy), and Ken (Jodi); her daughter, Kelly (Tom) | 11 | | Mitchell; her grandchildren, Chelsea (Brett) Oates, Keil | 12 | | Mitchell, Kelsey (Ben) Caldwell, Kylie (JayJay) Ruiz, Andrew | 13 | | Baxter, and Sarah Baxter; her great-grandchildren, Mia and | 14 | | Braxton Ruiz, Charlotte "Charlee" Oates, and soon-to-be, Baby | 15 | | Caldwell and Baby Oates; her sister and brother-in-law, Bette | 16 | | and Johnny Murray; her sisters-in-law, Diane Baxter and Janice | 17 | | Fair; her brother-in-law, Frank "Sank" Baxter; and numerous | 18 | | nieces and nephews; therefore, be it
| 19 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 21 | | Charlotte W. Baxter, and extend our sincere condolences to her | 22 | | family, friends, and all who knew and loved her; and be it | 23 | | further
