SYNOPSIS AS INTRODUCED:
 
ILCON Art. I, Sec. 1

    Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that all people (rather than men) are by nature free and independent and have certain inherent and inalienable rights among which are life, liberty and the pursuit of happiness. Provides that to secure these rights and the protection of property, governments are instituted among people (rather than men), deriving their just powers from the consent of the governed. Effective upon being declared adopted.

3    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 1 of Article I
9of the Illinois Constitution as follows:

BILL OF RIGHTS

13SECTION 1. INHERENT AND INALIENABLE RIGHTS
14    All people men are by nature free and independent and have
15certain inherent and inalienable rights among which are life,
16liberty and the pursuit of happiness. To secure these rights
17and the protection of property, governments are instituted
18among people men, deriving their just powers from the consent
19of the governed.
