1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5changing Section 1-7 and by adding Section 12-4.51 as follows:
 
6    (305 ILCS 5/1-7)  (from Ch. 23, par. 1-7)
7    Sec. 1-7. (a) For purposes of determining eligibility for
8assistance under this Code, the Illinois Department, County
9Departments, and local governmental units shall exclude from
10consideration restitution payments, including all income and
11resources derived therefrom, made to persons of Japanese or
12Aleutian ancestry pursuant to the federal Civil Liberties Act
13of 1988 and the Aleutian and Pribilof Island Restitution Act,
14P.L. 100-383.
15    (b) For purposes of any program or form of assistance where
16a person's income or assets are considered in determining
17eligibility or level of assistance, whether under this Code or
18another authority, neither the State of Illinois nor any entity
19or person administering a program wholly or partially financed
20by the State of Illinois or any of its political subdivisions
21shall include restitution payments, including all income and
22resources derived therefrom, made pursuant to the federal Civil
23Liberties Act of 1988 and the Aleutian and Pribilof Island

1Restitution Act, P.L. 100-383, in the calculation of income or
2assets for determining eligibility or level of assistance.
3    (c) For purposes of determining eligibility for or the
4amount of assistance under this Code, except for the
5determination of eligibility for payments or programs under the
6TANF employment, education, and training programs and the Food
7Stamp Employment and Training Program, the Illinois
8Department, County Departments, and local governmental units
9shall exclude from consideration any financial assistance
10received under any student aid program administered by an
11agency of this State or the federal government, by a person who
12is enrolled as a full-time or part-time student of any public
13or private university, college, or community college in this
14State.
15    (d) For purposes of determining eligibility for or the
16amount of assistance under this Code, except for the
17determination of eligibility for payments or programs under the
18TANF employment, education, and training programs and the SNAP
19Employment and Training Program, the Illinois Department,
20County Departments, and local governmental units shall exclude
21from consideration, for a period of 36 months, any financial
22assistance, including wages, that is provided to a person who
23is enrolled in a demonstration project that is not funded with
24general revenue funds and that is intended as a bridge to
25self-sufficiency by offering (i) intensive workforce support
26and training and (ii) support services for new and expectant

1parents that are intended to foster multi-generational healthy
2families as described in Section 12-4.51.

5    Sec. 12-4.51. Workforce training and healthy families
6demonstration project.
7    (a) Subject to the availability of funds provided for this
8purpose by the federal government, local philanthropic or
9charitable sources, or other private sources, there is created
10a 5-year demonstration project within the Department of Human
11Services to provide an intensive workforce training program for
12entry level workers and a multi-generational healthy family
13initiative. No general revenue funds may be used to fund the
14demonstration project created under this Section. The
15demonstration project shall be implemented no later than 6
16months after the effective date of this amendatory Act of the
17100th General Assembly and shall terminate 5 years after the
18initial date of implementation. The demonstration project
19shall be operated and maintained by a non-profit,
20community-based entity that shall provide the majority of the
21wages earned by participants enrolled in the workforce training
22program as well as support services to families, including new
23and expectant parents, enrolled in the multi-generational
24healthy family initiative. The total number of participants in
25the 5-year demonstration project at any one time shall not

1exceed 500. Participants enrolled in the workforce training
2program or the multi-generational healthy family initiative
3shall qualify to have whatever financial assistance they
4receive from their participation excluded from consideration
5for purposes of determining eligibility for or the amount of
6assistance under this Code as provided in subsection (d) of
7Section 1-7. The selected entity must immediately notify the
8Department of Human Services or the Department of Healthcare
9and Family Services whenever a participant enrolled in the
10workforce training program or the multi-generational healthy
11family initiative leaves the demonstration project and ceases
12to participate in any of the programs under the demonstration
13making the participant ineligible to receive an exemption as
14provided in subsection (d) of Section 1-7.
15    (b) The entity selected to operate and maintain the
16demonstration project shall be a non-profit, community-based
17entity in good standing with the State that is located in a
18county with a population of less than 3,000,000. The selected
19entity must comply with all applicable State and federal
20requirements and must develop and implement a research
21component to determine the effectiveness of the demonstration
22project in promoting and instilling self-sufficiency through
23its intensive workforce training program and
24multi-generational healthy family initiative. The State shall
25not fund the research component outlined in the Section or any
26program under the demonstration project.

1    (c) Beginning one year after the initial implementation
2date of the demonstration project, and each year thereafter for
3the duration of the demonstration, the selected entity shall
4submit a report to the Department of Human Services, the
5Department of Healthcare and Family Services, and the General
6Assembly that details the progress and effectiveness of the
7demonstration project and the demonstration's impact on
8instilling the value of self-sufficiency in participants. The
94th annual report shall also provide policy recommendations on
10best practices for and continued research on facilitating
11bridges to self-sufficiency. The 4th annual report may also
12include a recommendation on making the demonstration project
13permanent upon completion of the demonstration project period.
14    The reports to the General Assembly shall be filed with the
15Clerk of the House of Representatives and the Secretary of the
16Senate in electronic form only, in the manner that the Clerk
17and the Secretary shall direct.
