1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Grow
5Your Own STEM and Vocational Education Teachers Act.
 
6    Section 5. Definition. In this Act, "public institution of
7higher education" means the University of Illinois, Southern
8Illinois University, Chicago State University, Eastern
9Illinois University, Governors State University, Illinois
10State University, Northeastern Illinois University, Northern
11Illinois University, Western Illinois University, or any other
12public university or college, other than a community college,
13new or hereafter established or authorized by the General
14Assembly.
 
15    Section 10. Grow Your Own STEM and Vocational Education
16Teachers Program. Subject to any tuition waiver limitation
17established by the Board of Higher Education, a public
18institution of higher education shall, if funds are
19appropriated to the Board of Higher Education under this Act,
20waive any tuition, fees, and on-campus housing costs for a
21student who does all of the following:
22        (1) Agrees to pursue a minimum of a bachelor's degree

1    in agriculture, science, technology, engineering, or
2    mathematics for a teaching occupation that includes, but is
3    not limited to, mathematics, natural sciences, or career
4    and vocational education in the areas of agriculture
5    education teacher, technology teacher, industrial arts
6    teacher, trade teacher, health care teacher, or
7    information technology teacher.
8        (2) Agrees to attend a public institution of higher
9    education to pursue an undergraduate degree or an advanced
10    degree in one of the concentrations set forth under
11    paragraph (1) of this Section.
12        (3) Agrees to teach at a hard-to-staff school, as
13    determined by the Board of Higher Education.
14        (4) Maintains a minimum 3.0 cumulative grade point
15    average (or its equivalent) at all times.
16        (5) Agrees to fully reimburse the public institution of
17    higher education for any waived tuition, fees, or costs if
18    the student fails to teach at least 3 years at a high
19    school located in this State or less than 5 years at a
20    public institution of higher education or a public
21    community college located in this State.
 
22    Section 15. Grow Your Own Dual Credit Teachers Program.
23Subject to any tuition waiver limitation established by the
24Board of Higher Education, a public institution of higher
25education shall, if funds are appropriated to the Board of

1Higher Education under this Act, waive any tuition and fees for
2a student who is a licensed Illinois teacher with a master's
3degree and who does all of the following:
4        (1) Agrees to pursue up to a maximum of 18 graduate
5    hours necessary to qualify the student to teach dual credit
6    consistent with applicable accreditation and State
7    standards for dual credit faculty. These credit hours shall
8    be in disciplines consistent with the general education
9    areas specified in the General Education Core Curriculum or
10    with the student's major in the Illinois Articulation
11    Initiative, provided the institution has those courses.
12        (2) Agrees to fully reimburse the public institution of
13    higher education for any waived tuition or fees if the
14    student fails to teach at least 5 years at a high school
15    located in this State after the completion of the graduate
16    hours.
 
17    Section 20. Funding. Funding for this Act shall come from
18the General Revenue Fund and shall be subject to appropriation.
 
19    Section 90. Rules. The Board of Higher Education shall
20adopt rules it determines are necessary for the administration
21of this Act.
 
22    Section 99. Effective date. This Act takes effect July 1,
232019.
